Labor market paradox
According to the General Statistics Office - Ministry of Finance , in the second quarter of 2025 alone, the whole country had more than 1.06 million unemployed people. Notably, the youth force from 15 to 24 years old had no job and did not participate in any training program - accounting for 10.1% of the young labor force. These numbers sound the alarm about the instability in the current human resource structure.
On the other hand, the Labor Market Report for the second quarter of 2025 shows that 56.2% of businesses are planning to expand their workforce this year, albeit in a more cautious and selective manner. The demand is concentrated mostly in the business and sales sectors, accounting for 54%, especially service sectors such as real estate, restaurants, hotels, nursing, customer care, etc., which are all in a state of severe "thirst" for human resources. Many businesses have to retrain from scratch, increasing personnel costs and slowing down the growth rate.
This creates a long-standing paradox: society has an excess of workers looking for jobs but a serious shortage of workers who meet the actual requirements of businesses. The problem lies not in the number of jobs or the number of workers, but in the quality of training and the mismatch between education and market demand.
In that context, young people easily fall into a vicious cycle: unemployment or working in the wrong field, unstable income, while businesses are constantly recruiting and not enough staff.

According to education expert, Dr. Giap Van Duong, one of the reasons why graduates work in fields other than their majors is due to the impact of the law of supply and demand and market competition. “Schools do not closely follow the labor needs of society, due to incorrect or no forecasts, so the supply and demand of different professions are too different. In addition, the lack of career guidance before choosing a major, along with the rapid fluctuations of the labor market, also makes it difficult for students to follow the profession they have been trained for.”
