Rectifying overcharging at educational institutions; piloting crypto-asset trading

On the afternoon of September 5, in Hanoi, the Government Office held a regular press conference chaired by Minister and Head of the Government Office Tran Van Son. At the press conference, representatives of leaders of several ministries and branches answered questions from journalists regarding issues of public concern.

Pilot for crypto asset trading businesses

Regarding this issue, Deputy Minister of Finance Nguyen Duc Chi said that immediately after the Government issued Resolution No. 05/2025/NQ-CP on piloting the crypto asset market in Vietnam, the Ministry of Finance developed a detailed plan for implementation, in which we focused on developing detailed decrees to be able to pilot the crypto asset trading market.

The Ministry of Finance has assigned units to draft related contents such as tax policies for transactions, fees, charges in crypto-asset transactions, etc.; deploy the development of related regulations on accounting for this activity for businesses as well as participants in this market.

In particular, the Ministry has developed a coordination process between the Ministry of Finance and a number of relevant ministries and branches such as the Ministry of Public Security , the State Bank of Vietnam, etc., to seek opinions and complete the licensing implementation processes and consider granting licenses to units.

Up to now, the Ministry of Finance has not received any requests from businesses, but the Ministry has information that some businesses have prepared for this, such as registering business lines to participate in the crypto-asset market, and have also coordinated at the technical level with officials of the Ministry of Finance to discuss issues on information technology, staff capacity, capital requirements, business processes, etc. so that businesses have enough information, prepare in the most accurate and fastest way to complete their projects, as well as have a specific process to coordinate with the Ministry of Finance to review, appraise, and grant licenses to deploy the crypto-asset trading market in accordance with Resolution No. 05.

The Ministry hopes that many businesses will be interested, but the maximum is only 5 businesses according to the Government's regulations; at the same time, we are implementing as quickly as possible so that in the soonest possible time, the first businesses can be qualified to be licensed and carry out this activity in the Vietnamese market. We really hope to push it earlier than 2026. However, this depends on whether the businesses prepare the conditions to meet the requirements or not. Hopefully, with close coordination between businesses and the functional units of the Ministry of Finance, we will be able to speed up this progress.

Efforts to disburse public investment capital

Regarding the issue of public investment disbursement, Deputy Minister of Finance Nguyen Duc Chi said that the public investment plan for 2025 was assigned 1,112,000 billion VND. Updated to September 30, the disbursement rate has reached over 51% of the plan. The Government's goal and action is to disburse 100% of the plan by 2025. To achieve this goal, the Prime Minister has directed the Deputy Prime Ministers, who are directly the heads of working groups, to grasp and have timely solutions to support the resolution of difficulties and problems of localities, ministries, branches, and investors; on that basis, speed up the construction progress, speed up the disbursement of public investment capital and aim for the target of 100%.

Regarding the impact of 100% disbursement of public investment capital on macroeconomic stability and growth, we all know and agree that disbursement of public investment capital and implementation of public investment capital plans are important factors, a pillar to achieve economic growth and ensure other macro balances. We are assured that public investment plans are considered, decided and evaluated in the overall relationship with growth, inflation and all other balances in a comprehensive model. When building investment capital, other relationships have been taken into account, with the growth target and expected inflation that we set at the beginning of the year and have reported to all levels, to the Central Government, to the National Assembly and have been decided. The Government sets a target of 100% for us to aim to achieve and exceed the growth target set at the beginning of the year and in addition to other factors.

Regarding the impact on inflation or not, it has been calculated in the overall relationship. We will aim to control inflation within the approved expected inflation; there is no need to worry, no need to worry about the disbursement of public investment negatively affecting other macroeconomic indicators or major balances of the economy, but it will positively affect all indicators as set out at the beginning of the year. The Government is operating and implementing drastic solutions.

According to Minister and Head of the Government Office Tran Van Son, this year we set a GDP growth target of 8.3-8.5%. Among the three pillars of growth, there is the investment pillar. Investment includes public investment, investment in non-state enterprises and investment in FDI enterprises. Regarding public investment, this year the plan is expected to strive for 100% disbursement and is calculated very carefully, between public investment disbursement, public investment plan and 100% disbursement with inflation control and ensuring macroeconomic stability as well as exchange rates and interest rates. We are completely assured as reported by the Deputy Minister of Finance.

Rectifying the overcharging situation of educational institutions

Regarding this issue, Deputy Minister of Education and Training Le Tan Dung said that recently, the Ministry and local authorities have issued many documents to rectify the situation of overcharging by educational institutions. For the 2025-2026 school year, the Ministry of Education and Training issued Document No. 5542 dated September 12 to ministries, branches, localities, and educational institutions on the implementation of tuition policies, tuition exemptions, and other fees in the education and training sector. The Ministry of Education and Training has 9 groups of long-term and short-term solutions to rectify the situation of overcharging.

Firstly, the Ministry of Education and Training has issued a document requesting all levels and sectors to strictly implement educational policies as well as regulations on tuition fees, tuition exemptions and support in accordance with Decree 238 dated September 3, 2025 of the Government.

Second, the regulations on service fees to support educational and training activities must be decided by competent authorities. It is strictly forbidden for all educational institutions to set up fees that are contrary to the regulations of competent authorities.

Third, the mobilization, management and use of resources must comply with the regulations of competent authorities.

Fourth, strictly implement regulations on posting and publicizing information on prices of educational materials, equipment, and textbooks in the area, ensuring publicity and transparency.

Fifth, through monitoring in localities, the Ministry of Education and Training has found that many localities have directed educational institutions in the area to comply with the list issued by the People's Council. Second, schools are absolutely not allowed to combine many fees, and not collect many periods in advance. Third, they are not allowed to take advantage of the name of the Parents' Representative Board to collect fees in violation of regulations.

Sixth, the Ministry of Education and Training will continue to review the system of legal documents to make adjustments and supplements to ensure the rights of learners, especially students and their parents.

Seventh, based on its functions, duties and powers, the Ministry will continue to strengthen inspection and supervision work, and when detected, will strictly handle it according to the provisions of law.

Eighth, the Ministry of Education and Training recommends that the agencies of the National Assembly and the Standing Committee of the National Assembly regularly monitor this matter at both the central and local levels.

Ninth, it is recommended that local Party committees and authorities regularly inspect and direct the correction of this situation right at educational and training facilities in the area.
