
In recent times, the real estate market of Ha Tinh province has had positive developments, making important contributions to socio -economic growth, contributing to urban beautification and gradually improving people's housing needs.
However, at some points in time, in some areas and localities, real estate and housing prices have increased abnormally, inconsistent with real value, partly due to: some associations, groups of speculators, investors, and individuals operating in real estate brokerage take advantage of people's lack of understanding and herd mentality to manipulate the psychology of "pushing up prices", "creating virtual prices", and disrupting market information for profit.
At the same time, information on housing and the real estate market is incomplete, untimely, and not transparent, leading to organizations and individuals lacking information, and individuals operating in real estate brokerage activities causing market information disruption. Some real estate project investors take advantage of the limited real estate supply situation to offer real estate prices higher than the average of real estate projects to make profits...
On September 18, 2025, Ha Tinh Newspaper published an article about land speculation in the planned area of the Western Industrial Park of Ha Tinh City (Toan Luu Commune) (https://baohatinh.vn/quy-hoach-khu-cong-nghiep-vua-cong-bo-co-dat-da-thoi-gia-o-nong-thon-post295817.html). Dan Tri Newspaper also published an article reflecting the sudden increase in land prices in some communes in Ha Tinh ... These phenomena need to be controlled soon to avoid negative impacts on socio-economic development, security and order and investment attraction of the province.

The industrial park planning has just been announced, "land brokers" have "inflated prices" in rural areas.
In order for real estate business activities at projects in the province to comply with the law and ensure the rights of organizations and individuals participating in transactions, the Department of Construction requests relevant units to implement a number of related contents.
Accordingly, for organizations and individuals (enterprises) doing business in real estate services (including real estate trading floors, real estate brokerage) that have not yet met the prescribed conditions (establishment and registration of real estate trading floors, conditions for operation of real estate trading floors) as prescribed in Article 54, Article 55 and Clause 1, Article 61 of the Law on Real Estate Business 2023 and Article 14 of Decree 96/2024/ND-CP, Article 15 of Decree 96/2024/ND-CP dated July 24, 2024 of the Government detailing a number of articles of the Law on Real Estate Business, urgently implement additional conditions as prescribed above.
For individuals practicing real estate brokerage : individuals are only allowed to practice when meeting the conditions prescribed in Clause 2, Article 61 of the Law on Real Estate Business 2023 (having a valid real estate brokerage practice certificate and must practice in a real estate trading floor service business or a real estate brokerage service business) and performing the obligations prescribed in Clause 2, Article 65 of the Law on Real Estate Business 2023.
In order to control and make transparent the personal information of individuals qualified to practice real estate brokerage and post unofficial information that may have a negative impact on the psychology of investors, customers and the market, the Department of Construction recommends that individuals practicing real estate brokerage apply information technology and social networks in real estate business, and practice real estate brokerage always clearly state the information of the Certificate Number (on the cyberspace environment: zalo, facebook...).

Investors of real estate projects in the province : investors of housing projects, residential areas, urban areas with housing, enterprises, organizations, and individuals doing real estate business in the province must strictly comply with the provisions of law on planning, land, investment, construction, housing, real estate business, anti-money laundering and related legal provisions; ensure that the putting of real estate into business and transfer of real estate projects must meet all conditions as prescribed by law.
The provincial police proactively deployed to the police of communes and wards to handle organizations and individuals using social networks to provide and share false information about real estate products; handle the activities of real estate trading floors and real estate brokerage activities that violate the law, tax evasion, and acts of providing inaccurate information, causing negative impacts on the activities of the financial, credit and real estate markets.
The Provincial Economic Zone Management Board and the People's Committees of communes and wards organize the public announcement of information on planning and progress of infrastructure development projects and real estate projects in the locality to ensure transparency of information, prevent the spread of rumors and speculation to increase prices for illegal profit, and prevent price fever and real estate bubbles in the locality.
There are effective measures to manage and control the brokerage activities of organizations and individuals related to real estate business activities in the locality. Specifically, strengthen inspection to promptly correct, prevent and handle violations according to authority in the activities of enterprises, investors, real estate trading floors, real estate brokerage service enterprises, land use rights auctions in the area, in which attention is paid to the legality, conditions, information disclosure... of real estate put into business with abnormal price increases; not to take advantage of, disrupt the market.
Strengthen coordination with investors and press agencies to widely publicize information about projects on the media so that people can grasp accurate information about specific legal regulations; warn people to be vigilant about unhealthy trading behaviors, false information, and avoid risks and economic losses arising when people conduct transactions.
Strengthen the propaganda and dissemination of legal education to relevant organizations and individuals, and at the same time, seriously and effectively organize the implementation of legal regulations related to the real estate sector.
The Department of Agriculture and Environment, the Provincial Land Registration Office, and the People's Committees of communes and wards shall issue certificates of land use rights, house ownership rights, and other assets attached to land for real estate projects when they meet the prescribed conditions; pay special attention to the issuance of house ownership certificates to foreign organizations and individuals. At the same time, review and handle cases where house ownership certificates have been issued to foreign organizations and individuals in projects that do not allow foreign organizations and individuals to own houses.
The Department of Justice directs notary offices to only notarize real estate transaction documents for real estate projects that are qualified to be put into business according to regulations; regularly inspect and handle violations of the law in notarization activities.
The Department of Culture, Sports and Tourism shall strengthen state management of real estate advertising activities in newspapers and on the internet within its authority; coordinate with relevant units to monitor, inspect and handle acts of posting false advertising information and real estate sales in newspapers and on the internet without ensuring the conditions prescribed by law.
