Approval of investment policy for conveyor belt project to transport coal from Laos to Vietnam

On June 29, the People's Committee of Quang Tri province announced that Chairman of the People's Committee Vo Van Hung has just signed a decision approving the investment policy and approving the investor Nam Tien Company Limited for the project of building a conveyor system to transport coal from Laos to Vietnam within the territory of Vietnam.

The project aims to ensure energy security in the period 2021-2030, with a vision to 2050, meeting part of the domestic coal consumption demand, serving the development of the economic sector. At the same time, reducing the pressure on customs clearance of goods at La Lay international border gate, overcoming traffic congestion on National Highway 15D.

The project scale with expected land area of ​​23.82 hectares, building a conveyor system to transport coal from Laos to Vietnam within Vietnam territory, length 6,115m.

Design capacity is 30 million tons/year, of which phase 1 is 15 million tons/year and phase 2 is 15 million tons/year.

According to the decision, the coal conveyor line with a total length of 6,115m will connect with the conveyor section in Laos, the starting point of the line is at the Vietnam - Laos border, the end point of the line is at the cargo warehouse on the Vietnamese side (A Deng village, A Ngo commune, Dakrong district, Quang Tri province).

The conveyor line includes conveyor sections connected to transfer stations and other synchronous auxiliary works.

Regarding the route plan, there are 3 sections, of which section 1 is the section within 100m from the border towards Vietnam's territory, which has been agreed by the Government in Resolution No. 04 dated January 5, 2024.

Regarding the investment phase of project items, phase 1 invests in a conveyor line with a transport capacity of 3,000 tons/hour (equivalent to 15 million tons/year), about 6,115m long.

Auxiliary works include transmission stations, transformer stations and power lines; power supply and control systems; water supply systems; communication systems; systems for controlling smuggled people and goods; fire protection systems; camera surveillance systems, etc.

The conveyor line is arranged with 2 conveyors with a capacity of 1,500 tons/h each, located parallel on a common system of columns, racks, and support bridges.

Phase 2 invests in adding a conveyor line with a transport capacity of 3,000 tons/hour (equivalent to 15 million tons/year), running parallel and close to the conveyor line of phase 1, about 6,115m long with synchronous auxiliary works.

Total investment capital is over 1,489 billion VND, including equity capital and loans from commercial banks. The project's operating period is 30 years from the date of approval of the investment policy and approval of the investor.
