Regional Customs Branch XVII dialogues and removes difficulties for businesses

Attending the event were Deputy Heads of the Regional Customs Branch XVII Nguyen Van Khanh and Phan Van Vu; leaders of the Customs professional department and nearly 40 import-export enterprises carrying out customs procedures at Xa Mat, Ka Tum and Phuoc Tan border gates.

At the program, the Regional Customs Branch XVII informed enterprises about some regulations on goods brought into/out of the gathering, inspection and supervision locations of imported goods; cases of additional declaration according to regulations in Clause 1, Article 1 of Circular No. 39 of the Ministry of Finance ; some administrative violations that enterprises often violate when carrying out customs procedures.

Speaking at the dialogue, Deputy Head of the Regional Customs Branch XVII Phan Van Vu said that in recent years, the cooperative relationship between the Customs agency and the business community in the area has always been maintained, with many channels of exchange to remove difficulties and obstacles in carrying out customs procedures, contributing to facilitating trade and promoting import and export activities through border gates.

Business representatives raised a number of problems and difficulties in carrying out customs procedures for imported agricultural products.

2025 is a year of many changes due to the merger process, as well as policies and management requirements in the Customs sector, but the Regional Customs Branch XVII strives to overcome difficulties, perform well its tasks, continue to accompany and create maximum convenience for businesses.

Mr. Vu emphasized that in the new context and situation, cooperation, information sharing, and compliance with the law by the business community are extremely important.

Enterprises appreciate the support and companionship of the Customs authorities.

Reporting at the conference, the representative of Xa Mat International Border Gate Customs said that up to now, the unit has had 18 enterprises signing Customs - Enterprise cooperation agreements, of which Xa Mat has 12 enterprises, Ka Tum has 6 enterprises, Phuoc Tan is continuing to complete cooperation documents.

Cooperation activities in recent times have been implemented substantially: From organizing periodic dialogues, sending new legal documents via corporate email, to providing direct guidance on-site, helping businesses grasp and comply with regulations.

At the conference, the Customs authority listened to and resolved difficulties and problems of businesses related to the characteristics of the imported agricultural products industry, warehouse planning, cargo inspection and transfer areas, service fees, etc.

Due to the nature of bulk goods, after the transportation/storage process, imported agricultural products will have a certain tolerance (mass difference) depending on the type of goods. Some types have a small tolerance of 3-5%, but there are also types with large tolerances such as rice, sliced noodles, fruits, rubber latex, etc.

Based on the opinions of enterprises, the Customs authority has made recommendations and guided enterprises to take measures to minimize tolerance during customs procedures and implement regulations on customs procedures for imported agricultural products.

Through the seminar, the leaders of the Regional Customs Branch XVII hoped that the business community would share the difficulties in carrying out procedures for agricultural products due to the specific characteristics of these products; at the same time, they said that the Regional Customs Branch XVII has compiled and reported in detail to the Customs Department to review and include in the content of amending a number of regulations in the coming time.

Leaders of the Regional Customs Branch XVII also hope that businesses will proactively grasp and update new regulations, raise awareness of compliance with Customs laws, and together build a healthy, fair, and sustainable import-export business environment./.
