Prime Minister Pham Minh Chinh signed Official Dispatch No. 168/CD-TTg dated September 21, 2025 requesting ministries, branches and localities to strengthen the implementation of laws on decentralization, delegation of power, and division of authority when operating two-level local governments.
The telegram requests ministries and ministerial-level agencies to: carefully review and evaluate the feasibility of implementing the tasks of decentralization, delegation of power, and assignment of authority in management, and propose appropriate solutions; continue to review the specialized legal system to supplement and perfect decentralization and delegation of power in accordance with the motto "locality decides, locality does, locality is responsible"...

Prime Minister Pham Minh Chinh signed Directive No. 29/CT-TTg dated September 23, 2025 on implementing key tasks and solutions to promote exports and develop foreign markets.
In particular, the Directive requires relevant ministries, branches and localities to sign new FTAs, implement large-scale trade promotion programs; improve the quality of export products, clear geographical indications; promote economic diplomacy, expand markets, support businesses to promote exports; promote official exports associated with product branding, focus on developing niche markets to diversify export markets...
Plan to arrange public service units, state-owned enterprises, and organizations within the state administrative system
Permanent Deputy Prime Minister Nguyen Hoa Binh - Deputy Head of the Central Steering Committee on summarizing Resolution No. 18-NQ/TW signed Plan 130/KH-BCĐTKNQ18 on rearranging public service units, state-owned enterprises, and organizations within the state administrative system.
Regarding administrative organization, the Plan clearly states that at the Central level, it is necessary to continue reviewing and streamlining the organizational apparatus in ministries, ministerial-level agencies, and government agencies, especially department-level units under ministries and branches; strictly implementing the policy of not establishing departments within departments under ministries and branches; in special cases, for departments under ministries and branches that have recently merged or consolidated from 03 or more department-level focal points or have a large number of staff (from 45 staff or more), it is possible to consider establishing departments (implemented in accordance with regulations, each department has 15 or more people).
At the local level, review and promptly issue regulations on the functions, tasks, and organizational structure of provincial and communal-level agencies, units, and organizations, especially agencies, units, and organizations after mergers and acquisitions under the new model.
Developing a comprehensive, modern and professional diplomatic sector in the era of advancement
The Government issued Resolution No. 292/NQ-CP on the Plan for building and developing the Foreign Affairs sector to 2030, with a vision to 2045 (Plan).

The plan sets out 6 central tasks and solutions to achieve the above goals: 1- Perfecting institutions, improving working processes, strengthening effective coordination mechanisms with ministries, branches and localities in the field of foreign affairs; 2- Perfecting the organizational structure of the Ministry of Foreign Affairs and Vietnamese representative agencies abroad to be streamlined, reasonable, and operate effectively and efficiently; 3- Building and improving the quality of diplomatic staff and civil servants and public employees working in foreign affairs of ministries and branches at the central and local levels; 4- Ensuring appropriate operating budgets, synchronizing facilities and equipment, upgrading information technology infrastructure towards modernity, intelligence, digitalization and wide connectivity; 5- Building clean and strong party and mass organizations; 6- Promoting the identity of the diplomatic sector in the new era.
Special policies to remove difficulties in implementing the Law on Geology and Minerals in 2024
The Government issued Resolution No. 66.4/2025/NQ-CP dated September 21, 2025 on promulgating specific mechanisms and policies to remove difficulties in implementing the Law on Geology and Minerals in 2024.

In which, the exploitation of group IV minerals to provide materials for the following works, projects and tasks is allowed to apply the provisions in Clause 2, Article 72 and Point d, Clause 2, Article 73 of the Law on Geology and Minerals:
a) Public investment projects according to the provisions of law on public investment;
b) Investment projects implemented under the public-private partnership (PPP) method in accordance with the provisions of law on investment under the public-private partnership method;
c) National key and important projects and works;
d) Socio-economic development projects and works under the authority of local authorities to approve and decide on investment policies according to the provisions of law on investment and public investment shall be considered and decided by the Chairman of the Provincial People's Committee to apply according to the specific mechanisms and policies of this Resolution;
d) Urgent construction works and urgent tasks as prescribed by law on construction; projects and works for natural disaster prevention as prescribed by law on natural disaster prevention.
Cases where assets are not valued
Decree No. 250/2025/ND-CP dated September 22, 2025 of the Government stipulates that people in one of the following six cases are not allowed to participate in asset valuation:
1- At the same time, being a victim, a party; being a representative, a relative of a victim, a party, or of a suspect, defendant, or a person accused or informed of a crime or a person proposed for prosecution.
2- Participated in the valuation or re-valuation of the property being requested for valuation.
3- Participated as a defender, protector of the legal rights and interests of the accused or the person reported for crime or the person proposed for prosecution, witness, expert, interpreter, translator in the case requiring asset valuation.
4- Participated as a litigant in a case requiring property valuation.
5- There is reason to believe that the person may not be impartial in carrying out the valuation.
6- People who are serving Party discipline, discipline against cadres, civil servants and public employees from warning form and above.
New regulations on authority and disciplinary procedures for people who have quit their jobs or retired
The Government has just issued Decree No. 251/2025/ND-CP September 23, 2025. Decree No. 251/2025/ND-CP amended Articles 22 and 23 of Decree No. 172/2025/ND-CP regulating the authority, order and procedures for disciplinary action against people who have quit their jobs or retired.
Regarding the authority to handle disciplinary action against those who have resigned or retired, Decree No. 251/2025/ND-CP stipulates that in cases of disciplinary action by removing the position or title, the authority with the authority to elect, approve, decide on the approval of election results, appoint or assign to hold the highest position or title shall issue the decision to handle disciplinary action. Except for the following two cases: 1- For those holding positions or titles in state administrative agencies submitted by the Prime Minister to the National Assembly for approval, the Prime Minister shall issue the decision to handle disciplinary action; 2- For those holding positions or titles elected by the National Assembly, the National Assembly Standing Committee shall issue the decision to handle disciplinary action.
The above simplification of procedures aims to facilitate agencies in performing administrative procedures, ensuring publicity, transparency and timeliness.
Implementing the policy of building Ho Chi Minh City Ring Road 4
The Government has just issued Resolution No. 297/NQ-CP implementing Resolution No. 220/2025/QH15 dated June 27, 2025 of the National Assembly on investment policy for the Ho Chi Minh City Ring Road 4 construction investment project.
In the above Resolution, the Government allows simultaneous implementation of procedures to shorten the time for performing the following tasks: appraisal, decision to approve appraisal results of environmental impact assessment reports; local adjustment of planning related to the Project to ensure the progress of implementing component projects.
Simplify many administrative procedures in the fields of pharmaceutical business and cosmetics production.
Deputy Prime Minister Nguyen Hoa Binh signed Decision No. 2111/QD-TTg dated September 22, 2025 approving the Plan to reduce and simplify administrative procedures and conditions related to production and business activities under the management scope and functions of the Ministry of Health in 2025.
Specifically, the Decision approves the reduction and simplification of regulations on administrative procedures in 05 areas: trading in chemicals, insecticides, disinfectants used in the medical household sector; trading in pharmaceuticals; manufacturing cosmetics; trading in voluntary drug addiction treatment services, smoking cessation, HIV/AIDS treatment, care for the elderly, people with disabilities, and children; and trading in food under the authority of the Ministry of Health.
The decision also approved the reduction and simplification of regulations on business conditions for two fields: cosmetic surgery service business; medical equipment business.
Plan to implement the Law on Management and Investment of State Capital in Enterprises
Deputy Prime Minister Ho Duc Phoc has just signed Decision No. 2136/QD-TTg dated September 26, 2025 of the Prime Minister promulgating the Plan to implement the Law on Management and Investment of State Capital in Enterprises.
The contents of the Plan include: 1- Organizing the dissemination, education and communication of Law No. 68/2025/QH15 and legal documents detailing and measures to organize and guide the implementation of Law No. 68/2025/QH15; 2- Developing legal documents detailing Law No. 68/2025/QH15; 3- Developing legal documents stipulating measures to organize and guide the implementation of Law No. 68/2025/QH15; 4- Compiling professional and technical guidance documents on management and investment of state capital in enterprises; inspecting, reviewing and systematizing legal documents, organizing the implementation of legal documents on management and investment of state capital in enterprises; 5- Organize training and development for officials and civil servants in charge of monitoring and managing state capital management and investment in enterprises.
