On the evening of September 28, information from the People's Committee of Vinh Dinh commune, Quang Tri province said that an accident due to electric shock had just occurred in the area, causing the death of a young man.

Previously, at around 1 p.m. the same day, Mr. NAR (35 years old), residing in Kim Long village, Vinh Dinh commune, was cleaning his house to prepare for the storm when he was unfortunately electrocuted and died.

The initial cause was believed to be an electrical leak. Upon receiving the news, local authorities visited and encouraged the victim’s family.

It is known that Mr. R. is the main breadwinner of the family. His father died in a traffic accident in 2018.

Previously, the Flood and Storm Prevention Committee of Quang Tri province recorded another death in the area. The remaining person was Truong Thanh D., 16 years old, in Kim Phu commune, who was swept away by floodwaters.

Mr. Mai Van Khiem, Director of the National Center for Hydro-Meteorological Forecasting, talks about storm No. 10 - Photo: CHI TUE

Mr. Khiem also said that from now until September 30, the area from Northern Quang Tri to Thanh Hoa and the northern provinces will continue to have heavy to very heavy rain with total rainfall ranging from 200-350mm, in some places exceeding 500mm.

Widespread, intense rains caused floods on rivers in the North (Thao, Hoang Long rivers) and North Central (Ma, Ca, La rivers), many places at Level 2 and 3, causing the risk of serious flooding and isolation in Thanh Hoa, Nghe An and Ha Tinh provinces .

The storm has not yet entered Thanh Hoa, but strong winds and big waves are raging at Hai Tien beach.

Although storm No. 10 has not yet directly affected Thanh Hoa, on the afternoon of September 28, at Hai Tien beach in Hoang Tien commune, there has been rain and strong winds. Waves 2-3m high are crashing against the stone embankment in this area.

According to Tuoi Tre Online, due to the complicated developments of storm No. 10, on the afternoon of September 28, all restaurants, hotels, motels, and other tourism services in the Hai Tien beach area, Thanh Hoa province were closed to ensure the safety of tourists.

The local authorities and functional forces continuously broadcast through loudspeakers to advise, mobilize and support people in the coastal area of Hai Tien (200m from the water's edge) to evacuate to relatives' houses, village cultural houses and schools to avoid storm No. 10, before the storm makes landfall.

At the same time, information is provided to people to minimize going out and participating in traffic during the time when storm No. 10 is raging on land.

Late in the afternoon of September 28, the wind from the sea blew stronger inland, accompanied by heavy rain and large waves 2-3 meters high, crashing heavily into the Hai Tien sea dike system. The waves were high, surpassing many sections of the dike that had collapsed.

According to Tuoi Tre Online's research, the Hai Tien sea embankment system is a concrete structure, built along a 12km long coastline in Hoang Tien and Hoang Thanh communes, Thanh Hoa province in 2018, to prevent sea erosion, protect property and coastal tourism works.

Due to the severe impact of recent storms No. 3 and No. 5, many sections of Hai Tien sea dike have been seriously damaged, cracked, and collapsed. Currently, these severely damaged sections of dike are still suffering from big waves and strong winds from the impact of storm No. 10.

More than 28,000 people have been evacuated to avoid the storm.

According to the report of the Department of Dyke Management and Natural Disaster Prevention as of 5 p.m. on September 28, provinces and cities from Ninh Binh to Quang Ngai have evacuated more than 11,000 households/28,000 people in dangerous areas, of which Thanh Hoa has 1,716 households/6,958 people, Ha Tinh has 8,136 households/16,577 people, Quang Tri has 660 households/2,111 people. Currently, localities are continuing to evacuate households in dangerous areas.

There are currently 4 missing people, including 3 in Cua Viet and Kim Phu commune (Quang Tri) and 1 in Da Nang. Localities are continuing to verify specific information for these cases.

Nearly 200 people, including residents and armed forces on Con Co Island, have been evacuated to a shelter to avoid storm Bualoi - Photo: QUANG HA

There are 86 houses damaged, roofs blown off, 76 houses in Hue alone.

At 4 airports Da Nang, Phu Bai, Dong Hoi, Tho Xuan, 42 flights were canceled and 51 flights were delayed.

Quang Tri and Ha Tinh observed 6-8m high waves.

Mr. Nguyen Ba Thuy, Deputy Director of the National Center for Hydro-Meteorological Forecasting, said that storm Bualoi has a similar trajectory to storm No. 5 (Kajiki), which is very unfavorable for oceanography.

At 5:00 p.m. this afternoon, although the eye of the storm was 230km away from the expected landfall location, the storm caused large waves. In Dong Hoi (Quang Tri), waves were observed to be 8m high, in Nghi Xuan (Ha Tinh) 6m, and in Hon Ngu (Nghe An) – far from the eye of the storm, there were also waves of 3.8m.

Tonight, the storm will enter the sea area of Nghe An - Ha Tinh and the storm can cause sea level to rise 0.5-1.5m from Hung Yen to Ha Tinh, and in Nghe An and Thanh Hoa it can rise 1-1.5m.

"One thing that is worrying is that the storm surge and big waves will last for a long time, lasting until the morning of September 29 - right when the tide in the North is at its highest. At that time, the combination of high tides, big waves, and storm surge will threaten the sea routes, even causing flooding and dike overflows in some places, especially Thanh Hoa and Nghe An," Mr. Thuy warned.

Con Co evacuated nearly 200 people to storm shelters

Con Co Island evacuated nearly 200 people into storm shelters, with food prepared for 15 days.

At nearly 5:00 p.m., at Con Co Island (Quang Tri), the wind and waves had increased, with gusts of level 12-13 and waves 2-3 meters high.

Responding to storm Bualoi , Con Co special zone has completed the evacuation of all soldiers and civilians to storm shelter No. 10.

According to the Joint Battalion, Defense Command of Area 3 - Vinh Linh (Quang Tri Province Military Command), nearly 200 people were urgently brought into the safe tunnel by the forces coordinating with Con Co Border Post . The government and armed forces ensured food, food, and arranged accommodation and living for the people and soldiers.

Captain Nguyen Trung Anh, Deputy Battalion Commander of the Mixed Battalion, said that Con Co is currently experiencing heavy rain, strong winds of level 8, and waves nearly 5 meters high. After the evacuation, the unit will continue to closely monitor the storm, strengthen its communication system, and be ready to mobilize forces and vehicles when situations arise.
