Quang Tri directs urgent handover of site for 5,800 billion VND airport project
Vice Chairman of Quang Tri Provincial People's Committee Le Duc Tien requested departments, branches and Gio Linh district to urgently deploy specific solutions to soon hand over the site for the Quang Tri Airport project.
On December 11, the People's Committee of Quang Tri province said that Vice Chairman of the People's Committee of Quang Tri province Le Duc Tien had issued urgent instructions to relevant departments and branches and the People's Committee of Gio Linh district to direct the implementation of solutions to speed up the progress of site clearance to hand over land to investors to implement the Quang Tri Airport project.

Accordingly, the Vice Chairman of the People's Committee of Quang Tri province requested the People's Committee of Gio Linh district to urgently complete the approval of compensation, support, land recovery and payment plans for 3 cases in the runway; proactively coordinate with local units to complete the identification of origin and publicize the remaining cases to complete the procedures according to regulations before December 25, 2024.
Proactively propagate and mobilize households in the core area of the project to comply with regulations on compensation and support policies to clear the site and hand over land to investors to implement the project according to the required schedule; at the same time, continue to review and resolve petitions of people in the project area to ensure their legitimate rights and interests and in accordance with the provisions of law. Urgently approve resettlement projects to implement them according to the required schedule.
Based on the decision to approve resettlement projects, Vice Chairman of Quang Tri Provincial People's Committee Le Duc Tien requested the investor to synthesize the adjusted project and assign the Department of Planning and Investment to urgently submit to the Provincial People's Committee for approval to adjust the project's feasibility study report, at the same time with preparing the environmental impact assessment dossier (if any), submit to the Provincial People's Committee for approval according to authority.
In addition, the Vice Chairman of the People's Committee of Quang Tri province also requested the Departments of Natural Resources and Environment, Transport, Construction, and Finance to send specialized civil servants to join the Working Group (from December 10, 2024 to December 31, 2024) to support the locality in the process of reviewing and organizing the implementation of site clearance work, to be completed in December 2024 according to the schedule of the signed BOT contract. Assign the Provincial Construction Investment Project Management Board to urgently coordinate with relevant units to work with the investor to review and consider adjusting the BOT contract to ensure compliance with regulations; report to clarify the basis for the proposal of the Working Group of the Provincial People's Committee on inspection, supervision, and management of project quality.
Based on the directions of Vice Chairman of Quang Tri Provincial People's Committee Le Duc Tien, units and localities must proactively coordinate implementation and report the results to the Provincial People's Committee before December 25, 2024.
It is known that the Quang Tri Airport construction investment project was approved by the Prime Minister under the public-private partnership (PPP) method on December 20, 2021. The project was officially started on July 6, 2024, and is expected to be put into operation and use by July 2026.
The project is implemented in Gio Quang, Gio Hai and Gio Mai communes (Gio Linh district), with a scale of more than 265 hectares, total investment capital of more than 5,800 billion VND. The consortium of T&T Transport Infrastructure Investment and Development Company Limited and CIENCO4 Group Joint Stock Company is the winning investor of the project.
According to the Quang Tri Province Construction Investment Project Management Board, the contractor is currently focusing on deploying equipment, machinery and human resources to construct the aircraft parking lot and material curb with a total area of 32,917 m2; as well as carrying out the construction of internal public service roads.
To implement the project, Quang Tri province has approved the Land Acquisition and Site Clearance Project for the construction of Quang Tri Airport with a total investment of more than 233.1 billion VND; total area of 265.3 hectares, of which the core area is 135.5 hectares. The project was assigned to Gio Linh District People's Committee as the investor, with the project implementation period of 2023 - 2024. To date, the project has completed land acquisition of 209.44 hectares/265.3 hectares, and has allocated 140.5 hectares of land to the investor (core area 72.4 hectares).
