The former commune chairman was only reprimanded for appointing two billion-dollar projects.

Today (June 23), Mr. Le The Quang - Secretary of Hai Lang District Party Committee, Quang Tri province confirmed that the Standing Committee of Hai Lang District Party Committee has decided to discipline Mr. Truong Minh Tam - former Chairman of Hai Khe Commune People's Committee.

The Standing Committee of this district Party Committee determined that during his work, Mr. Tam, the representative of the investor in the construction of the project to level the ground for the concentrated livestock area in Trung An village (continued section) and the project to light up the model commune and village roads in Hai Khe commune, did not comply with legal regulations.

Specifically, Mr. Tam violated point c, clause 2, article 40, regulation 69/QD-TW of the Politburo , violating regulations in appraisal, approval, bidding, and project contractor appointment; in capital management, allocation, and payment; for investment policies and decisions, leading to ineffective investment projects.

Mr. Tam's violations were serious, affecting the reputation of himself and the Party organization where he lived and worked. Comparing the regulations, the violations of Mr. Truong Minh Tam - former Chairman of the People's Committee of Hai Khe commune were serious enough to warrant disciplinary action with a warning.

However, during the inspection, Mr. Tam was honest and voluntarily admitted his shortcomings and personal responsibility. Mr. Tam is the son of a martyr, a heroic Vietnamese mother, and a family with contributions to the revolution.

The inspection process has not discovered that Mr. Tam committed any wrongdoing for personal gain or abused his position for personal gain; currently, Mr. Tam is often sick and hospitalized for long periods of time, with a 76% loss of working capacity. Considering the mitigating circumstances, the Standing Committee of Hai Lang District Party Committee decided to discipline Mr. Tam with a reprimand.

Previously, in April 2022, the People's Committee of Hai Khe commune had 2 construction projects, including leveling the ground for the concentrated livestock area in Trung An village with a total investment of 1.77 billion VND and lighting for the model commune and village roads with a total investment of 1.43 billion VND.

These two projects are invested by Hai Khe Commune People's Committee, and are required to be bid because of the investment level of over 1 billion VND.

However, the investor representative, Mr. Truong Minh Tam - Chairman of Hai Khe Commune People's Committee, assigned the contractor to Mr. Nguyen Hoai Thu to carry out the construction under the name of the construction team leader. Mr. Thu is the Director of Hieu Sang Construction Company Limited (Hai Phu Commune, Hai Lang District).

Mr. Tam admitted his mistake in not bidding for the above two projects and justified it due to lack of knowledge and experience.

According to the inspection conclusion of Hai Lang District Inspectorate, the fact that the investors of the above two projects did not follow the bidding process was not in accordance with regulations. Afterwards, Mr. Truong Minh Tam submitted an application for early retirement due to reduced working capacity.

On July 30, 2022, after reviewing Mr. Tam's application and the submission of the People's Committee of Hai Lang district, the Standing Committee of Hai Lang District Party Committee agreed to allow Mr. Truong Minh Tam - Chairman of the People's Committee of Hai Khe commune to retire early due to reduced working capacity (76%) from August 1, 2022.
