The '30-day and night campaign to disburse public investment capital' must be a campaign of substantial, drastic and continuous action.

According to the Provincial People's Committee, the "30-day and night public investment disbursement" campaign in the province will be implemented from August 1 to August 31, 2025. The goal set by the Provincial People's Committee upon completing this campaign is to increase the total public investment capital disbursed in the province by August 31, 2025 to more than VND 11.4 trillion, equivalent to 55% of the 2025 capital plan (not including the North-South Expressway Project, West, Gia Nghia - Chon Thanh section).

To accomplish this goal, the Provincial People's Committee thoroughly grasps the viewpoint in the work of implementing public investment disbursement that "each project, each construction is an economic front". Each officer and civil servant implementing public investment disbursement is a "soldier" on the "front" of public investment disbursement.

At the same time, each cadre and civil servant participating in public investment tasks must determine the "6 clear" motto including: clear people, clear work, clear time, clear responsibility, clear product, clear authority. The Provincial People's Committee also encourages the promotion of the spirit of "dare to think, dare to do, dare to take responsibility", being proactive, flexible, taking advantage of every opportunity, quickly handling problems and difficulties to achieve the set target of disbursing public investment capital. The efficiency of public investment capital disbursement will be the criterion to evaluate the management capacity of the head of each unit and each investor.

Speaking at the launching ceremony, Provincial Party Committee member and Vice Chairman of the Provincial People's Committee Ho Van Ha emphasized: In recent times, the Provincial Party Committee and the Provincial People's Committee have identified the task of disbursing public investment capital as one of the key political tasks, of special importance to the province's socio-economic development, especially in the context that the province is focusing on implementing a series of key projects such as: Bien Hoa - Vung Tau Expressway, Ring Road 3 - Ho Chi Minh City, regional traffic routes, civil projects, health, education, etc.

Therefore, Provincial Party Committee member and Vice Chairman of the Provincial People's Committee Ho Van Ha requested relevant units and agencies to determine that the implementation of the campaign "30 days and nights of public investment disbursement" is not just a simple administrative emulation campaign, but a real, drastic and continuous action campaign, requiring synchronous participation, high sense of responsibility and serious discipline from each agency, unit and each assigned officer.

Vice Chairman of the Provincial People's Committee Ho Van Ha also called on heads of agencies, units, localities, especially investors, the Provincial Construction Investment Project Management Board, the Provincial Land Fund Development Center and branches to be pioneers, exemplary, directly direct, inspect, and urge progress every day, every week. Take disbursement results as a measure of individual and collective responsibility.

According to the Department of Finance, up to now, the public investment capital plan for 2025 assigned in the province is more than 36 trillion VND. By the end of June, the disbursement rate of public investment capital in the province has reached 23% of the plan.
