According to a quick report from the Department of Agriculture and Environment, as of 7 a.m. on September 30, the whole province had 379 houses damaged, roofs blown off, flooded, and landslides; 788 households (about 3,392 people) living in areas at risk of landslides and flash floods were evacuated to safe places; nearly 2,000 hectares of rice, crops and other plants were damaged; 323.3 hectares of aquatic products were flooded and overflowed. Rain and floods also caused 65m of ditches to collapse; 3 lakes and dams to collapse; 50m of Ngoi Me right dike, 200m of Ngoi Gianh right dike had to be organized to prevent overflow. In addition, 95 landslide points on traffic routes with a total landslide volume of over 10,000m3 and many flooded points affected traffic and caused many other damages.

Immediately after receiving information about the damage caused by storm No. 10, the Steering Committee for Natural Disaster Prevention, Search and Rescue and Civil Defense of communes and wards in the province quickly deployed response measures. Forces were assigned to be on duty 24/24 hours, continuously monitoring and updating the storm situation to proactively handle arising situations. In the villages, militia forces were directed to check and guard traffic routes and culverts to ensure smooth traffic. At the same time, propaganda and guidance were given to people to tie down and support their houses, move their assets and livestock to safe places, remind households raising fish in cages to reinforce and protect their assets; put up warning signs in areas at high risk of landslides, dangerous warning areas...
Comrade Nguyen Van Vinh - Vice Chairman of the People's Committee of Xuan Dai commune, a locality with 10 houses completely collapsed, said: "Immediately after receiving information that houses had collapsed, the commune sent local forces to support people to move to a safe place. Previously, implementing the province's direction on responding to the storm, the commune also sent forces to put up warning signs, install barriers at vulnerable points to prevent people from passing when floodwaters came, strictly implement the duty of being on duty, and be ready to handle bad situations. The commune mobilized forces to help households whose houses had collapsed to clean up and people stayed at relatives' houses, arranged temporary accommodation, and waited to rebuild new houses as soon as possible. For the damaged and buried rice fields that cannot be recovered, the locality will direct people to quickly clean up the fields and prepare for early winter crop production."
Farmers are taking advantage of the rice harvest following the motto "green house is better than old field", limiting damage caused by storm No. 10.
When storm No. 10 made landfall, one of the most severely damaged production sectors was agriculture, especially now that people are harvesting the Summer-Autumn crop, preparing for the Winter-Autumn crop. For Summer-Autumn rice, over 52.3/67.3 thousand hectares have been harvested so far. Summer-Autumn corn has been harvested on 6.7/18 thousand hectares. Storm No. 10 has affected and damaged nearly 2,000 hectares of Summer-Autumn crops.
Mr. Nguyen Truong Giang - Deputy Head of the Department of Crop Production and Plant Protection said: In order to promptly overcome, limit damage and soon stabilize production, the Department urgently advised the Department of Agriculture and Environment to issue an official dispatch requesting localities to direct people to urgently drain water, clear the flow in fields, gardens and canal systems within the fields, not to let the flooding last long, causing damage to crops. For flooded and fallen rice areas, urgently drain the water to avoid yield loss, harvest early the ripe areas, force to rebuild the fallen areas that have not yet reached the harvest time; urgently harvest as soon as the rain stops according to the motto "green at home is better than old in the field" to ensure rice yield.

For perennial plants, prune damaged parts, rebuild fallen trees, provide additional care with foliar fertilizers, micronutrient fertilizers and microbial preparations to prevent soil diseases. For vegetables, rebuild fallen trees and trellises, loosen the surface crust to make the soil airy and care for the plants to recover quickly. Particularly for completely damaged areas, it is necessary to clean the fields and replant as soon as the water recedes. For aquaculture, drain some of the surface water to reduce the amount of rainwater in the pond; at the same time, run water fans and aerators to limit water stratification for intensive and semi-intensive ponds; quickly reinforce embankments, clear sewers, ditches and canals to ensure good drainage when the next heavy rains occur, use nets to limit the loss of farmed fish escaping into fields, rivers, etc.
For landslides on traffic routes, the authorities have coordinated with localities to deploy leveling plans to ensure people's travel; organized guards at high-risk landslide sites to guide people on safe travel...
The Provincial People's Committee has also issued a document directing localities to urgently overcome the consequences immediately after storms and floods, focusing on: Supporting people to repair houses with blown-off or damaged roofs; immediately repairing schools and medical facilities with blown-off or damaged roofs due to storms. Directing service providers to promptly repair and restore electricity, telecommunications signals, and domestic water to ensure people's lives and production and business activities. Handling environmental issues in flooded areas after storms and floods, preventing the spread of epidemics; immediately repairing landslides on traffic routes to ensure smooth traffic; restoring production, especially agricultural production after storms to soon stabilize people's lives....

According to the forecast from the National Center for Hydro-Meteorological Forecasting, from now until the end of the year, there are expected to be about 4-5 storms in the East Sea, of which 1-2 will make landfall in our country. Therefore, localities need to continue to effectively implement natural disaster prevention and search and rescue work according to the "4 on-site" motto; proactively plan to evacuate people and property from areas at high risk of landslides in case of natural disasters, prolonged heavy rains; and other supplies to overcome consequences, restore production, and stabilize people's lives as soon as possible.
