The Government will submit to the National Assembly policies to remove difficulties and obstacles in implementing the Land Law.

The Government has just issued Resolution No. 339/NQ-CP on the draft Resolution of the National Assembly stipulating a number of mechanisms and policies to remove difficulties and obstacles in organizing the implementation of the Land Law.

In the resolution, the Government approved the content allowing the inheritance of results and proposed contents to amend and supplement the Land Law in the dossier of the draft Law amending and supplementing a number of articles of the Land Law submitted to the Government; not including in the National Assembly resolution the content on decentralization, delegation of power, and determination of authority; land use planning and plans; and receiving transfer of land use rights to implement commercial housing projects because they have been stipulated in the National Assembly resolution, the Government resolution and the Government's decrees. At the same time, the Government added contents to continue to remove difficulties and obstacles in the process of organizing the implementation of the Land Law... The Ministry of Agriculture and Environment is responsible for the content and proposed reports, ensuring compliance with legal regulations.

The Government assigned the Minister of Agriculture and Environment, authorized by the Prime Minister, to sign, on behalf of the Government, the Government's submission to the National Assembly a draft Resolution of the National Assembly stipulating a number of mechanisms and policies to remove difficulties and obstacles in organizing the implementation of the Land Law for submission to the National Assembly for consideration and approval at the 10th session of the 15th National Assembly according to the shortened procedures; proactively report and explain to the National Assembly Standing Committee and National Assembly agencies according to regulations.

The draft resolution stipulates a number of mechanisms and policies to remove difficulties and obstacles in organizing the implementation of the Land Law, such as: regulations on planning and land use plans; regulations on land recovery, compensation, support, and resettlement; regulations on land allocation, land lease, and change of land use purpose; principles of land valuation, time of information collection, methods of land valuation; land price list; land price adjustment coefficient, etc.
