Do all the work instead of all the hours
Since July 1, 2025, the Phu Nghia Commune Public Administration Service Point ( Hanoi City) has always been crowded with people coming to do administrative procedures. Receiving and processing a lot of documents, sometimes working until past noon or late at night, the commune officials and civil servants always maintain a friendly attitude, enthusiastically guiding with the goal of quickly resolving procedures for the people.

Mr. Pham Van Bon (Trung Cao 1 village) said: I came to do the procedures to receive pension benefits for people aged 75 and over and was very excited because the procedures were guided very enthusiastically by the one-stop staff and processed very quickly. As for Mrs. Nguyen Thi Lien (Lung Vi village), she shared that she came to do the administrative procedures early but because she did not bring the documents, she had to go home to find them. When she returned to the office, it was already the end of working hours. She thought she would have to wait until the afternoon, but the staff at the Phu Nghia Commune Public Administration Service Point still enthusiastically received and guided her to finish processing her case.
Through the people's sharing, it can be seen that the staff and civil servants at Phu Nghia commune have worked flexibly and responsibly. According to Deputy Head of the Department of Culture and Society Nguyen Thi Phuong, in charge of the Public Administration Service Point: when the commune was newly established and started operating the 2-level local government apparatus, the commune also encountered many difficulties in terms of service facilities, technological equipment and low digital skills of the people. To ensure that people's administrative procedures are processed quickly and promptly, the staff and civil servants at the Public Administration Service Point are always in the mindset of "working until the end of the work instead of working until the end of the day", many days without lunch break and late at night to go home".
Not only providing dedicated service at the Public Administration Service Point, Phu Nghia commune also organizes mobile support team models to support the elderly, the disabled and those who are not proficient in digital technology skills. Tech-savvy officials and civil servants go down to the villages and to each family to guide and support people in submitting online applications.
After more than 2 months of operating the new commune under the 2-level local government model, Phu Nghia Public Administration Service Point has received 5,141 records, 100% of which were resolved on time. Vice Chairwoman of the Commune People's Committee Tran Thi Thu Hang affirmed: through the survey, more than 98% of people expressed satisfaction and were very satisfied with the service attitude of the commune's officials and civil servants - this is the most important measure in operating the government apparatus.

There are still many difficulties that need to be overcome soon.
With the synchronous and drastic participation of the Party Committee, the government and the dedication of cadres, civil servants, and the administrative apparatus of Phu Nghia commune has ensured the completion of assigned tasks. However, there are still many challenges that need to be resolved soon to better meet the requirements of the people and businesses.
The total number of administrative procedures under the authority of the Commune People's Committee is currently 334 procedures. According to the report, on average, the Public Administration Service Point receives 70-100 records per day, and about 500 records per week. The number of administrative procedures has increased many times compared to before, but the number of staff at the Public Administration Service Point is currently only 5 civil servants, causing considerable pressure on the team receiving, processing and returning results.
In addition, according to Deputy Head of the Department of Culture and Society of the commune Nguyen Thi Phuong, the material facilities and working equipment at the commune level are still lacking and not synchronized. Currently, Phu Nghia commune is using 3 houses and land in 3 villages as working offices of agencies and units under the commune. The distance between the commune headquarters is from 3 - 6km, so the contact of work of local people is not convenient. "To create the most favorable conditions for people when contacting agencies and units, the investment in building a centralized headquarters of Phu Nghia commune is very necessary" - Ms. Phuong affirmed.

According to the People's Committee of Phu Nghia Commune, the organizational structure still has many shortcomings that need to be resolved soon. These include the lack of uniformity and clarity in the division of functions, tasks, and powers of levels, agencies, and units, and a number of legal regulations and guiding documents on the 2-level local government model are still lacking in specificity, leading to difficulties in applying them in practice. For example, in the field of education: According to Article 23 of the Law on Organization of Local Government, the Chairman of the People's Committee at the commune level has the authority to manage, use, appoint, transfer, reward, and discipline civil servants and public employees under his/her management. However, the decrees and circulars stipulate that the authority to appoint, transfer, and discipline civil servants in the education sector belongs to the Department of Education and Training.
In order for the government apparatus to operate smoothly and better meet the needs of people and businesses, Phu Nghia commune recommends that the Central Government and Hanoi city should soon clearly decentralize management authority in the fields of education and health; consider adjusting the organizational model of the commune-level apparatus; supplement specialized staff; support funding for repairing old headquarters and building centralized headquarters; at the same time, invest in modern equipment to serve administrative reform and digital transformation... to best perform assigned tasks.
