The Government has just issued Decree 109/2024/ND-CP dated August 29, 2024, signed by Deputy Prime Minister Ho Duc Phoc, regulating the registration fee collection rate for automobiles, trailers or semi-trailers pulled by automobiles and vehicles similar to automobiles manufactured and assembled domestically.
Specifically, from September 1 to November 30, the registration fee for the above-mentioned vehicles will be 50% of the fee prescribed in Decree No. 10/2022/ND-CP dated January 15, 2022 of the Government regulating registration fees.

Thus, the reduction of registration fees for domestically produced cars will last for 3 months. From December 1, 2024 onwards, the registration fee collection level will continue to be implemented according to the provisions of Decree No. 10 of the Government regulating registration fees.
Ministers, heads of ministerial-level agencies, heads of government-affiliated agencies, Chairmen of People's Committees of provinces and centrally run cities, and relevant organizations and individuals are responsible for implementing this Decree.
This is the fourth time the registration fee incentive for domestically produced and assembled cars has been applied. The first time was from the second half of 2020, then December 2021, May 2022 and the most recent time was the second half of 2023. These three fee reductions all lasted for 6 months.
Currently, the registration fee for passenger cars is calculated based on a percentage of each type and each locality when registering. Specifically, the first fee for passenger cars in Hanoi , Quang Ninh, Hai Phong is 12% of the vehicle value; Ho Chi Minh City 10%, Ha Tinh 11%. As for pickup trucks, the registration fee is equal to 60% of the first fee for passenger cars.
