Officially no discipline for party members having a third child

According to new guidelines from the Central Inspection Commission , from March 20, Party members who have a third child will no longer be subject to disciplinary action.

On March 20, 2025, the Central Inspection Commission issued Guidelines on amending and supplementing Guidelines 05/2022 of the Central Inspection Commission on implementing a number of articles in Regulation 69-QD/TW of 2022 of the Politburo on disciplining party organizations and party members who violate the law.

The guidance takes effect from March 20, 2025.

Specifically, according to the new instructions of the Central Inspection Committee, points 8.1 and 8.2, section III in Instruction 05 have been removed. These are the points regulating the consideration and disciplinary action for violations of population policy, including having a third child.

The new guidance also adds point 8.3, which states: "Do not consider handling the behavior specified in Clause 2, Article 1 of Ordinance No. 08/2008/PL-UBTVQH12 dated December 27, 2008 amending Article 10 of the 2003 Population Ordinance "Giving birth to one or two children, except in special cases prescribed by the Government ".

Thus, with this change, from March 20, Party members who have a third child will no longer be disciplined. Having a third child is also no longer a violation that can be considered for Party disciplinary action.
