The Directive emphasizes the strict handling of cases of cadres, civil servants, public employees, and armed forces violating traffic laws, and resolutely rejects any intervention or influence to ignore violations in the process of handling administrative violations. The goal is to restore order and discipline in compliance with traffic laws, and at the same time form a cultural habit of "If you drink alcohol, beer - do not drive" among cadres, party members, civil servants, public employees, armed forces, and the people.
In recent times, the work of preventing and combating the harmful effects of alcohol and beer has been directed and implemented resolutely by all levels and sectors, contributing to raising people's awareness, reducing traffic accidents, ensuring security, order and social safety, creating a favorable environment for socio -economic development and attracting investment in the province.
However, in reality, there are still some shortcomings and limitations. Propaganda work is not really diverse, the effectiveness is not uniform, especially in rural and border areas. Alcohol concentration violations are still common.
In the first 6 months of 2025 alone, the provincial police force detected and handled 3,050 violations, including a number of officials, civil servants, public employees and workers; traffic accidents related to alcohol and beer still occur.
Faced with the above situation, the Provincial Party Standing Committee requested grassroots Party organizations, all levels, sectors and unions to continue to thoroughly grasp and strictly implement the Law on Prevention and Control of Harmful Effects of Alcohol and Beer; promote the pioneering and exemplary role of cadres and Party members in law enforcement.
At the same time, each official, especially the leader, must set an example, mobilize families and people to strictly comply with traffic safety regulations, and not take advantage of prestige and work position to intervene or influence the process of handling violations.
Along with that, Tay Ninh province has stepped up propaganda and dissemination of legal regulations, organized officials, civil servants, public employees, and armed forces to sign a commitment not to violate alcohol concentration when driving. Inspection and supervision work has been strengthened, ensuring the handling of violations is objective, public, and transparent.
Notably, the Directive also sets out management measures for alcohol and beer businesses. Specifically, it is not allowed to sell to people under 18 years old; notices must be posted in visible places; employees under 18 years old must not be employed to directly sell products; and measures must be taken to remind and warn customers not to drive after drinking alcohol or beer. In addition, no new alcohol and beer sales points for on-site consumption must be opened within a 100m radius from medical facilities, schools, nurseries, kindergartens, etc. Violating establishments will be considered for handling and have their business licenses revoked according to regulations./.
