Hanoi Chairman proposes 4 solutions to overcome slow-progressing projects

Chairman of Hanoi People's Committee Tran Sy Thanh has just signed Plan No. 272/KH-UBND on the progress of implementing key projects of the City in the period of 2021-2025.

Accordingly, at the meeting of the City People's Council in July 2023, the adjustment of progress, list and capital plan of key projects in Resolution No. 12/NQ-HDND dated July 4, 2023 was approved. Accordingly, the total number of key projects of the City in the period of 2021-2025 after adjustment is 42 projects with a total estimated investment of 353,192 billion VND in 11 fields.

Of which, 35 projects use budget capital, 1 project is invested in the form of PPP, 6 projects are invested in the form of socialization.

By October 31, 2023, 2 projects have been completed; 13 investment projects have been allocated capital plans for 2023 for implementation; 14 new investment projects have been approved for investment policies, but have not yet approved projects; 7 investment projects have been assigned tasks but have not yet approved for investment policies; 1 investment project has not yet been assigned tasks; The implementation of 6 investment projects in the form of socialization is still slow.

From then on, according to the plan, from now until 2025, Hanoi will resolutely deploy, strive to complete and put into operation 16 projects, of which 14 projects use budget capital; 1 project invested in the form of PPP, 1 project directly invested in the form of socialization. At the same time, focus on completing investment procedures, speeding up the implementation of 26 projects according to the plan to be completed after 2025.

The plan requires units to specify the content of implementation progress for each work item and capital source in 2023-2025 for each project using budget capital so that the city's agencies and units can implement it according to their assigned functions and tasks, ensuring progress and quality, on target, publicly and transparently.

Thoroughly grasping the investor's ideology, the units participating in project implementation need to identify this as an important political task, need to focus time, intelligence, and arrange human resources to actively and proactively participate with a high sense of responsibility, speeding up the progress of implementing key projects.

Carry out assigned tasks with the ideology of "Promoting pioneering and exemplary responsibilities, the spirit of innovation and creativity, daring to do and taking responsibility for the common interests of cadres and party members, especially leaders and cadres at the grassroots level".

To implement this plan, the Chairman of Hanoi requested relevant departments, branches and units to focus on four tasks and solutions: speeding up administrative procedures, removing difficulties and obstacles for key projects; focusing on mobilizing resources for public investment; focusing on drastic direction to complete site clearance for key projects;

Enhance the responsibility, proactiveness and determination of investors, state agencies managing contracts, agencies assigned to prepare proposal documents, feasibility study reports on investment projects and investors (for investment projects in the form of PPP and socialization) .
