The President emphasized that the comrades who have just been promoted from Lieutenant General to Senior Lieutenant General are all excellent cadres of the Party, State and the people's armed forces.

On the afternoon of August 1, at the Presidential Palace, President Luong Cuong, Chairman of the National Defense and Security Council, Commander-in-Chief of the Armed Forces, presided over the ceremony to present the Decision on promotion of military ranks and the rank of Senior Lieutenant General to senior officers of the People's Army and People's Public Security.

Attending the ceremony were Politburo members: General Phan Van Giang, Minister of National Defense; General Luong Tam Quang, Minister of Public Security ; Party Central Committee Secretaries: Le Hoai Trung, Chief of the Party Central Committee Office; Trinh Van Quyet, Director of the General Department of Politics of the Vietnam People's Army; Party Central Committee member: Mai Van Chinh, Deputy Prime Minister; and leaders of a number of central departments, ministries and branches.

Authorized by the President, Comrade Pham Thanh Ha, Deputy Head of the Office of the President, announced the President's Decision to promote from Lieutenant General to Senior Lieutenant General the rank of Comrade To An Xo, Assistant to the General Secretary, in charge of the Office of the General Secretary; to promote from Lieutenant General to Senior Lieutenant General the ranks of Comrades Thai Dai Ngoc, Member of the Party Central Committee, Deputy Chief of the General Staff of the Vietnam People's Army; Pham Truong Son, Deputy Chief of the General Staff of the Vietnam People's Army; and Truong Thien To, Deputy Director of the General Department of Politics of the Vietnam People's Army.

Presenting the decision and speaking at the ceremony, the President expressed his joy on behalf of the Party and State leaders in presenting the decision to promote military ranks and assign tasks to four officers of the People's Army and the People's Public Security right on the occasion when the entire Party, people and army are competing to achieve achievements to celebrate the 80th anniversary of the August Revolution, National Day September 2 and the 80th anniversary of the Traditional Day of the People's Public Security force.

Congratulating the four comrades who have just been promoted to military ranks and titles, the President affirmed that this is a recognition and appreciation of the comrades' learning, striving and dedication, and at the same time demonstrates the trust of the Party, State, Central Military Commission, and Central Public Security Party Committee in them.

The President emphasized that the comrades who have just been promoted from Lieutenant General to Senior Lieutenant General are all excellent cadres of the Party, the State and the People's Armed Forces; all have received systematic and thorough training; have been trained and tested through many positions; are always dedicated, devoted, and strive to complete their tasks well and excellently; and have been awarded medals of various types by the Party and the State.

In the coming time, to continue to maintain and promote the achievements in the process of studying and training, the President asked comrades to continue to enhance their sense of responsibility, promote the glorious tradition of the heroic People's Army and People's Public Security, be absolutely loyal to the Party, the Fatherland and the people; constantly study, train, cultivate, strive, preserve revolutionary ethics and steadfast political will.

In the context of the coming time, the new and increasingly high requirements for the entire Party, the entire people and the people's armed forces in the task of building and defending the Fatherland, the President hopes that the comrades who have been promoted in military rank and position will continue to work with the Central Military Commission, the Central Public Security Party Committee, the leaders of the General Department of Politics, the General Staff of the Vietnam People's Army, and the Party Central Office to promote the achieved results; always be worthy of the teachings of beloved Uncle Ho on the ethics of being a general: "A general must be wise - brave - humane - trustworthy - honest - loyal" to always be worthy of being a talented, exemplary, proactive and creative leader and commander in the work; continue to contribute to maintaining socio-political stability and a peaceful environment for building and developing the country.

On behalf of the comrades promoted to military ranks and titles, Senior Lieutenant General Thai Dai Ngoc expressed his emotion and sent his sincere thanks for the special attention of the Party, State and People for the People's Army and People's Public Security in general and the comrades promoted to military ranks and titles in particular.

Comrade Thai Dai Ngoc affirmed that he is always deeply aware that this is not only a personal honor and pride, but also an honor and pride for the officers and soldiers of the People's Army and the People's Public Security; at the same time, it is also an extremely heavy responsibility entrusted by the Party, State and people.
