On the morning of September 29, the National Assembly Standing Committee closed its 49th session after more than 5 working days with 3 meetings.
In his closing remarks, National Assembly Chairman Tran Thanh Man said that September and October are always the peak months of preparation for the year-end session of the National Assembly. However, the upcoming 10th session is more special because it will be the last session of the 15th National Assembly. At the same time, the 10th session will focus on many laws to serve the management of socio -economic development, especially for local governments at two levels.

"After three months of operation, the two-level local government still has many shortcomings that require removing regulations in laws, decrees, and circulars to direct operations in the coming time," said the National Assembly Chairman.
Informing that at this 49th session, the National Assembly Standing Committee gave opinions on 13 draft laws, preparing to submit them to the National Assembly for approval at the upcoming 10th session, the National Assembly Chairman requested that agencies urgently absorb all opinions agreed upon at the session, complete the report to ensure quality and send it to the National Assembly deputies.
The National Assembly Chairman emphasized that the upcoming 10th session has a very special significance, not only considering the regular year-end contents but also summarizing the work during the entire term; at the same time, passing many important resolutions that provide orientation for the coming period.
According to the National Assembly Chairman, the National Assembly is expected to pass nearly 50 draft laws and resolutions, including many important resolutions aimed at institutionalizing policies on education, health care, and international integration. This is the largest legislative workload since the beginning of the term, far exceeding that of the 9th session.
The National Assembly will also review the five-year summary report on the implementation of national target plans and programs; approve investment policies for important programs; and conduct personnel, supervision, and petition work.

Don't do it perfunctorily.
To prepare for the 10th session, at the 50th session next October, the National Assembly Standing Committee needs to comment on 16 more draft laws and 3 draft resolutions. In addition, it will reserve time to consider 10 draft laws and 2 resolutions that the Government is proposing to add to the session agenda. However, according to the National Assembly Chairman, so far it has only received documents for 5 out of 19 draft laws and resolutions.
The National Assembly Chairman requested the Government and relevant agencies to closely follow the program, coordinate closely, and proactively send documents early, even when they are being drafted, so that National Assembly agencies have a basis for research at the early stage; and at the same time, promptly complete and send official documents to members of the National Assembly Standing Committee.
The National Assembly Chairman also said that the 13th Central Conference will take place in October. Therefore, agencies need to proactively advise to submit to the National Assembly for consideration the contents within their authority, promptly institutionalizing the policies and orientations that the Party Central Committee will decide at the conference.
The National Assembly Chairman emphasized that the preparation time for the session is still very short, and the 50th session of the National Assembly Standing Committee in October is also close to the opening day of the 10th session. Therefore, agencies need to focus as much as possible in the final stage, absolutely not doing things perfunctorily, ensuring that the submitted documents are complete, rigorous and thoroughly examined.
"Time is urgent but procedures must be ensured, quality must be considered above all," the National Assembly Chairman noted.
