Chairman of Lam Dong Provincial People's Committee directs to prevent complicated situations related to "vacation ownership contracts"

The Chairman of Lam Dong Provincial People's Committee has given instructions to the affiliated professional agencies, communes, wards, special zones and the Provincial Police on preventing complicated situations related to "vacation ownership contracts" activities.

Authorities warn against "vacation ownership contracts"

According to the authorities, the activity of “vacation ownership contracts” is increasingly popular and appears under many other names such as “resort contracts”, “family vacation contracts” or “ travel cards”. This activity is becoming more and more complicated, when some businesses take advantage of legal loopholes and customers’ lack of knowledge to defraud and sign contracts that are disadvantageous to buyers.

Previously, after receiving a dispatch from Lam Dong Provincial Police regarding the complicated situation related to the "vacation ownership contract" activities, Lam Dong Provincial People's Committee issued Document No. 4097/UBND-NC dated September 25, 2025 conveying the direction of the Provincial People's Committee Chairman to specialized agencies under the Provincial People's Committee, communes, wards, special zones and the Provincial Police.

Accordingly, the Chairman of the Provincial People's Committee directed specialized agencies under the Provincial People's Committee, People's Committees of communes, wards and special zones to coordinate with the Provincial Police to carry out propaganda work on the dangers and risks that may be encountered when signing "vacation ownership contracts" so that people and tourists can raise their vigilance and promptly report to the authorities when detecting signs of suspected customer fraud.

At the same time, proactively exchange information with the Provincial Police when detecting businesses and organizations with suspicious signs of taking advantage of this type of business to defraud customers in order to promptly prevent and handle.

The Department of Culture, Sports and Tourism shall strengthen state management in the tourism sector; regularly inspect, promptly detect and handle enterprises and organizations that show signs of taking advantage of "vacation ownership contracts" business activities for economic gain.

The provincial police provide additional information, documents, dangers and risks of this type of business so that agencies, units and localities can coordinate in propaganda work; at the same time, focus on grasping the situation, reviewing and making a list of enterprises and organizations operating "vacation ownership contracts" business in the province; proactively coordinate with departments, branches, sectors and local authorities in handling cases showing signs of violations according to regulations.

Implementing the direction of the Chairman of the Provincial People's Committee, the Department of Culture, Sports and Tourism of Lam Dong has deployed measures to prevent risks related to "vacation ownership contracts" for residents and tourists.
