The sector's tasks are very large, many bottlenecks and bottlenecks need to be focused on consulting to remove, resources are lacking in both human resources and funding; The rate of cadastral surveying is low, and the land database has not been built, affecting the progress of site clearance for some projects; Environmental protection work has clearly changed, but there is a lack of gathering points and transfer stations. The risk of high environmental pollution from livestock waste and agricultural processing can occur during the crop season; Mineral work is given attention and focus, contributing to increasing local budget revenue, but illegal mining still occurs; the agriculture, forestry and fishery sector has a growth rate of over 5%, the consumption of agricultural products is not stable, the situation of "good harvest, low price" still occurs; epidemics in livestock and poultry still have the potential risk of outbreak; The application of scientific and technological advances is given attention, but it is necessary to select and focus on building databases with focus and key points.

Concluding the meeting, Mr. Nguyen Dinh Viet - Chairman of the Provincial People's Committee acknowledged and highly appreciated the efforts of the agricultural and environmental sectors in the past time, and also affirmed: The agricultural and environmental sector is a broad and difficult field, especially land, minerals, environment, natural disasters, climate change..., the contribution of the agricultural and environmental sector to socio-economic development is large and related to all sectors, therefore, it requires the attention and close coordination of the Departments and sectors, contributing greatly to the local socio-economic development. At the same time, he emphasized a number of key tasks in the coming time, namely:

Focus on reviewing, advising, and submitting to competent authorities to promulgate legal frameworks, mechanisms, and policies in the fields of agriculture and environment, specifying the contents of laws and decrees according to authority in accordance with the 2-level government model;

Focus on researching and advising on the development of compensation, support and resettlement mechanisms and policies for major projects, in order to remove difficulties and obstacles, speed up the implementation of key projects of the province such as: Hoa Binh - Moc Chau Expressway (section through Son La province), the project to renovate and upgrade the road connecting National Highway 37, and many major investment projects of Vinamilk, Vingroup, Hai Van, Ecopark... contributing to improving the investment environment, reforming administrative procedures, creating the most favorable conditions for businesses, attracting development resources, and improving investment in the province.

Research and propose funding for cadastral surveying and land database construction to accelerate project site clearance. Strengthen mineral management; Research and shorten administrative processes and procedures, reduce unnecessary costs; Research and propose mechanisms to reduce construction material costs, contributing to improving people's lives. Strengthen inspection and supervision, promptly prevent illegal mineral exploitation.

Continue to pay attention to, promote and strengthen natural disaster prevention and control, ensure the safety of irrigation works and dykes; improve forecasting and warning capacity; gradually modernize the monitoring system by installing additional automatic rain gauge stations in areas where flash floods and landslides frequently occur...

Strengthening close disease prevention, improving forecasting and having solutions to promptly prevent disease outbreaks; Continuing to research and propose the development of carbon credits, building high-tech agricultural zones, attracting investment in building large-scale slaughterhouses. Strengthening the management of public assets, especially irrigation works and clean water works.

At the same time, it is requested that relevant departments and branches closely coordinate with the Department of Agriculture and Environment to remove difficulties and obstacles, complete tasks assigned by the Provincial People's Committee, and build a foundation for sustainable development for the next stage./.
