Son La launches 90-day campaign to enrich and clean up land database

The campaign will be implemented from now until November 30, 2025, across the province.

According to the plan, Son La focuses on two main tasks: Reviewing and cleaning up the entire land database that has been built over time in 50/75 commune-level units; collecting, digitizing, and creating data for land and housing certificates that have been issued but the database has not been built in 75/75 communes and wards. The goal is to ensure that the data is "correct, sufficient, clean, alive, unified, and shared", synchronously connected with the national population database and other data systems.

The main contents of the Campaign include: Completing existing land databases; building residential land and housing data in places where databases have not been built; synchronizing, connecting, and sharing unified, common land databases; managing and operating land databases associated with providing online public services.

Currently, the Department of Agriculture and Environment has presided over and, together with the People's Committees of communes and wards, advised the Provincial People's Committee to establish a Steering Committee and Working Group at the provincial and commune levels to organize the implementation of the Campaign. Promote propaganda and dissemination of the Campaign to each village, hamlet, residential group, and land user so that people know their rights when accessing land information, creating convenience when using the National Public Service Portal and the VneID application.

At the same time, focus on reviewing and classifying the number of land plots that have been built with data up to now; reviewing and synthesizing the list of land users who have been granted certificates but have not been verified, cross-checking with the national population database; based on the matching results, continue to update, adjust and supplement information to ensure that the land database is always "correct - sufficient - clean - alive".

In addition to standardizing data, Son La will synchronize local land databases with the central national land database; restructure land administrative procedures to reduce paperwork, improve the efficiency of public service provision; move towards connecting and sharing databases to receive and resolve administrative procedures on land, assets attached to land and determine financial obligations for people and businesses. During the implementation process, the province requires ensuring security, safety and confidentiality of information; developing backup plans and responding to incidents, ensuring the system operates smoothly, serving people and businesses without interruption.

The Provincial People's Committee assigned the Department of Agriculture and Environment as the standing agency, presiding over, proactively implementing and deploying, directing, guiding, and urging localities and related units to implement the contents under their authority, ensuring the construction and completion of the land database on schedule and with quality. Land users are responsible for providing complete documents, Certificates of land use rights and house ownership rights, and citizen identification cards to the Commune People's Committee/Commune Police when requested to scan/photograph according to regulations.

Through the implementation of the Campaign, Son La aims to create a foundation for developing e-Government, improving the efficiency of state management of land, transparency and clear responsibility in direction and administration; improving the quality of public services on land; reforming and resolving administrative procedures on land in the electronic environment. The national database on land will also be connected, shared, and synchronized with the national database on population and industry databases, creating smooth operation in the political system, in order to exploit and effectively use digital resources and digital data.
