Son La aims to become the center of the Northwest sub-region

On the morning of September 28, the 16th Congress of the Son La Provincial Party Committee, term 2025-2030, officially opened. Ms. Bui Thi Minh Hoai, Politburo member, Secretary of the Hanoi Party Committee attended and directed the Congress. Also attending the Congress were former Politburo member, former Permanent Vice Chairwoman of the National Assembly Tong Thi Phong; representatives of central and local departments, ministries, branches, and mass organizations; leaders and former leaders of Son La province through the periods. Also attending the Congress were 400 outstanding and outstanding delegates, representing over 94,000 party members from 79 party committees under the Son La Provincial Party Committee.

18/24 Resolution targets achieved and exceeded targets
The political report of the Son La Provincial Party Executive Committee presented at the Congress demonstrated the spirit of innovation, creativity, intelligence, democracy and solidarity, objectively and honestly reflecting the results of the implementation of the Resolution of the Congress for the 2020-2025 term of the Provincial Party Committee. Forecasting the situation and setting out goals, tasks, policies and solutions for the 2025-2030 term, meeting the requirements of construction and development of the province in the coming time.

Son La Provincial Party Secretary Hoang Quoc Khanh said that during the past term, Son La has achieved many important achievements, creating outstanding and comprehensive marks in all fields. 18 out of 24 targets of the Congress Resolution have been achieved and exceeded, creating a solid foundation for Son La to continue to develop in the next period.

The economy maintains an average GRDP growth rate of 5.12%/year, GRDP per capita is estimated at 61.8 million VND/person/year. Agriculture develops towards safe, organic agriculture, applying high technology, adapting to climate change; agricultural, forestry and fishery production continues to develop, achieving an average growth rate of 3.44%/year; the value of agricultural products and food products for export in 2025 is estimated at 208 million USD.

Focus on building Son La into a center for high-tech agricultural development in the Northwest region; a center for agricultural processing, a center for milk and fruit in the Northwest region; building prestige and brand in domestic and foreign markets. The province also focuses on making a breakthrough in developing infrastructure in a synchronous and gradually modern direction, has started construction of the Hoa Binh - Moc Chau expressway, the section in Son La province; built and submitted the Project for socialization of investment and exploitation of Na San Airport; put into operation the National Highway 6 bypass through Son La city; completed the target of 100% of roads to the commune center being paved. By the end of 2025, the urbanization rate is estimated to reach 20.6%, exceeding the Resolution target.

Social security is guaranteed, people's lives are improved, the work of eliminating temporary and dilapidated houses is completed 5 months ahead of the Government's request, with over 12,000 houses eliminated. The poverty rate according to the poverty line for the 2021-2025 period decreased from 21.66% in 2021, estimated to be 7.89% in 2025; an average decrease of 3.59%/year, exceeding the set target of 3%/year.

“The Congress also proposed 7 main groups of solutions for leadership and direction, 3 breakthroughs and 9 key tasks for implementation. With the spirit of solidarity, democracy, responsibility, creativity and development, the Party Committee, government and people of all ethnic groups in Son La province are determined to seize opportunities, overcome difficulties and challenges, build Son La to develop more and more, together with the whole country, join hands and strive to successfully implement the Resolution of the 14th National Congress of the Party”, Mr. Hoang Quoc Khanh, Secretary of the Son La Provincial Party Committee affirmed.

Maximize potential and advantages to break through
Politburo member and Secretary of the Hanoi Party Committee Bui Thi Minh Hoai congratulated and commended the achievements of the Party Committee, government, armed forces and people of all ethnic groups in Son La province in recent times.

She emphasized that the province's achievements in the past term and its development achievements over 40 years of renovation have created a new face for the province; consolidated and strengthened the people's trust in the Party, creating an important premise for Son La to develop rapidly and sustainably in the following years.

Ms. Bui Thi Minh Hoai requested Son La to continue to thoroughly grasp, effectively and promptly implement the Party's guidelines, the State's laws and policies, the directions of the Politburo and the Secretariat, headed by General Secretary To Lam, especially promptly and effectively implementing the Politburo's resolutions on protecting, caring for and improving people's health; developing education and training; developing science and technology; innovation and digital transformation; developing the private economy; building and perfecting institutions and policies; promptly removing difficulties to effectively implement two-level local government, ensuring closeness to the people, serving the people and businesses best.

Focus on and resolutely reform administrative procedures, especially reform of administrative procedures associated with digital transformation; promote decentralization and delegation of powers associated with strengthening inspection, supervision and control of power; promptly remove difficulties, obstacles and "bottlenecks" from institutions, policies to implementation; create an open and transparent investment and business environment, improve competitiveness, attractiveness and create new momentum for rapid and sustainable development.

Ms. Bui Thi Minh Hoai suggested that Son La fully exploit its potential and advantages, effectively implement the identified breakthroughs to continue comprehensively developing economic sectors and fields, strive to achieve the set growth target, contributing to the successful implementation of the national growth target of double digits in the 2026-2030 period and the following periods.

In particular, focusing on restructuring the agricultural sector, increasing cooperation in agricultural development, improving the quality of key agricultural products of the province according to the value chain associated with building, developing and protecting brands. Promoting the development of processing industry; renewable energy, effectively exploiting solar power, hydropower, wind power and biomass power.

Focus on tourism development, have breakthrough solutions to make tourism become a key economic sector; develop eco-tourism, community tourism, cultural tourism, smart tourism ecosystem. Strive by 2030, Son La will become a province with fast, comprehensive and sustainable development; be one of the fairly developed provinces in the Northern Midlands and Mountains region, and be the center of the Northwest sub-region.

The Secretary of the Hanoi Party Committee also noted that, from the important strategic position of Son La in the Northwest sub-region, the Northern Midlands and Mountains, it is necessary to focus on enhancing the national defense and security potential; comprehensively building the people's security posture associated with the national defense posture and the national border posture; closely combining the task of socio-economic development with strengthening national defense and ensuring security. Strive to have 50% of communes and wards free of drugs as the target assigned by the National Assembly.

Pay attention to implementing ethnic and religious policies, promptly detect and handle people's grievances, thoroughly resolve complaints as soon as they arise, do not let them become hot spots, do not be passive or surprised. Expand effective and substantive foreign relations, contribute to consolidating and cultivating the tradition of friendship between the two peoples of Vietnam and Laos, build a peaceful, stable, cooperative and developing Vietnam - Laos border.

In the 2025-2030 term, Son La has set 24 targets, including 8 economic targets, 10 social targets, 3 environmental targets, and 3 Party building targets. Some targets expected to create breakthroughs include: Average 5-year gross domestic product (GRDP) growth rate in the 2026-2030 period reaching 8-8.5%/year; Average income per capita by 2030 reaching over 90 million VND/person;

Economic structure in 2030: agriculture, forestry and fishery account for about 17-18%; industry - construction accounts for about 32-33%, services account for about 43-44%; The poverty rate of the whole province in the period of 2026-2030 will decrease by an average of 1.5-2%/year. By 2030, the province will strive to have no more poor households according to the multidimensional poverty standard for the period of 2021-2025; 53% of communes will meet new rural standards, corresponding to 36 communes...
