Chairman of Quang Ngai Provincial People's Committee: Ready to respond to three types of natural disasters

On the afternoon of October 21, Chairman of the People's Committee of Quang Ngai province Nguyen Hoang Giang chaired a meeting to listen to a report on the implementation of measures to respond to storm FENGSHEN (storm No. 12) and floods in the province.

At the meeting, the Chairman of the People's Committee of Quang Ngai province requested units and localities to absolutely not be negligent or subjective about storm No. 12, especially regarding the post-storm circulation; in which, clearly distinguish three types of natural disasters to respond.

Mr. Nguyen Hoang Giang commented that although it is forecast that storm No. 12 will have weakened when approaching the coast of Quang Ngai province, units and localities in the province need to raise their readiness to respond to situations that may arise. Compared to other storms, storm No. 12 is not a storm of great intensity, but it is highly likely to cause widespread rain due to the influence of circulation.

Citing previous storms that caused damage to people and property in the northern provinces, Mr. Nguyen Hoang Giang emphasized that special attention should be paid to the work of preventing and combating circulation before and after the storm. The Chairman of the People's Committee of Quang Ngai province also noted that although there has been a lot of experience in preventing and combating storms, coastal units and localities must absolutely not be subjective about storm No. 12.

"Units and localities need to clearly distinguish three types of natural disasters for prevention and control: storms; floods and landslides; and must always be ready to respond to the worst possible situation. In particular, post-storm floods are very complicated, units and localities need to closely follow the telegrams and dispatches of the Provincial People's Committee with the spirit of not allowing human casualties and minimizing property damage," emphasized Chairman of the Quang Ngai Provincial People's Committee Nguyen Hoang Giang.

According to Mr. Ho Trong Phuong, Director of the Department of Agriculture and Environment of Quang Ngai province, there are currently 309 ships with 4,080 workers still operating in the sea; of which, 7 ships with 61 workers are in the danger zone. Currently, the ships have received information about the storm's developments and movement direction, and are moving out of the danger zone and the storm's movement direction.

Regarding floods, according to forecasts, from October 23 to 26, rainfall is likely to reach 200 - 400mm, in some places over 500mm and may cause floods up to and above alert level 3 on rivers, especially small rivers such as Tra Bong, Ve, Phuoc Giang, Tra Cau. The Quang Ngai Provincial Civil Defense Command has developed a response scenario to evacuate more than 4,500 households with over 14,000 people out of flood-prone areas.

Regarding landslides and flash floods, according to statistics and reviews by localities, currently in Quang Ngai province there are 301 points at risk of landslides, flash floods, concentrated in 49 communes in hilly and mountainous areas, with the risk of affecting more than 4,000 households with over 16,000 people. The Provincial Civil Defense Command has requested localities with landslide risk points to arrange enough human resources, materials, equipment, and accommodation for people in the worst case scenario.

Mr. Nguyen Van Huy, Director of the Quang Ngai Province Hydrometeorological Station, said that from the morning of October 22, the Quang Ngai sea area, including Ly Son special zone, will have winds gradually increasing to level 7, sometimes level 8. On land, winds will gradually increase to level 5, level 6, gusting to level 7 - 8, paying attention to the coastal communes in the north of the province such as Van Tuong, Dong Son, An Phu, Binh Son, Tinh Khe.

From October 23 to 26, storm No. 12 weakened and entered the Hue - Quang Ngai area, combined with the East wind causing widespread heavy rain, with common amounts up to 200 - 400mm, in some places over 500mm and the possibility of causing floods at alert level 2, 3 and exceeding alert level 3 on the Tra Bong, Ve, Tra Cau and Phuoc Giang rivers; Tra Khuc river is likely to reach alert level 2 - alert level 3; Po Ko river, upstream of Dak Bla river, Dak To Kan have the highest water level reaching approximately alert level 2.
