Carefully prepare for the announcement ceremony of Central and local resolutions and decisions on June 30

On June 25, the assigned agencies must complete the establishment of party organizations, designate party committees, inspection committees, People's Councils, People's Committees, and Fatherland Fronts of provinces, cities, communes, wards, and special zones in accordance with the spirit of the Politburo's conclusion.

On June 24, Politburo member and Standing member of the Secretariat Tran Cam Tu signed and issued Conclusion No. 170-KL/TW of the Secretariat "on reviewing the preparation for the announcement ceremony of resolutions and decisions of the Central and local governments on merging administrative units, establishing party organizations, appointing Party committees, People's Councils, People's Committees, and Fatherland Fronts of provinces, cities, communes, wards, and special zones".

Accordingly, at the meeting on June 24, after listening to the report of the Party Central Office on reviewing the preparation for the ceremony to announce the resolutions and decisions of the Central and local governments on merging administrative units, establishing party organizations, appointing Party committees, People's Councils, People's Committees, and Fatherland Fronts of provinces, cities, communes, wards, and special zones, and the discussion opinions of the comrades attending the meeting, the Secretariat concluded as follows:

Party committees and organizations at the central and local levels have actively and urgently implemented the conclusions of the Politburo and the Secretariat on the arrangement and streamlining of the apparatus and administrative units; the basic work has ensured progress as required. However, the workload ahead is still very large. To ensure that the two-level local government operates effectively, smoothly, and without interruption from July 1, 2025, the Secretariat requests:

1. Party committees and organizations from the central to local levels continue to focus on leadership, direction, and review of work (according to the conclusions of the Politburo, the Secretariat, and assigned functions and tasks) to speed up implementation progress.

No later than June 25, the assigned agencies must: complete the establishment of party organizations, designate party committees, inspection committees, People's Councils, People's Committees, and Fatherland Fronts of provinces, cities, communes, wards, and special zones in accordance with the Politburo's conclusions; complete the issuance of documents, circulars, and instructions of ministries and branches in assigned fields and send them to the commune level for implementation (the Central Internal Affairs Commission shall preside over and coordinate with the Ministry of Home Affairs and the Ministry of Justice to review and compile specific and detailed statistics on the number of circulars and administrative procedures).

2. The Standing Office of the Steering Committee of Resolution No. 57-NQ/TW monitors, urges, and guides ministries, branches, and localities to focus on implementing Plan No. 02-KH/BCĐTW (dated June 19, 2025) of the Steering Committee, especially the key and urgent tasks until July 1, 2025, to ensure the implementation of online public services for people and businesses as required. Directs relevant agencies to be on duty and ready to handle technical incidents arising during the implementation process.

3. Provincial and municipal Party Committees must urgently complete the trial operation of Party, State, Fatherland Front and socio-political organizations at the commune level; organize assessments and have experience-drawing reports on the trial operation no later than June 27; review the arrangement of headquarters, equipment, working facilities and necessary conditions, ensuring smooth operations when officially put into operation. Cadres, civil servants, public employees and workers must focus on their work, maintain their image and style, and uphold their spirit and responsibility to serve the people. For commune-level places lacking specialized staff, the provincial level must promptly and adequately arrange and increase support and assistance staff to ensure smooth operations.

Review and adjust the plan to organize the announcement ceremony on June 30, 2025 in a synchronous and unified manner according to the Central's instructions; combine with the organization of celebration activities to create a joyful and exciting atmosphere among cadres, party members and people, ensuring practicality, effectiveness, compliance with Party regulations and State laws, avoiding ostentation, formality, and waste causing bad public opinion (depending on the conditions of each locality, allowing the organization of fireworks displays to celebrate with appropriate scale and form and not using the state budget).

Limit the organization of summaries, meetings, and farewells; strictly prohibit the organization of parties, congratulations on taking office, promotions related to the arrangement and consolidation of administrative units. Resolve all outstanding work before June 30, do not leave unfinished work, unclear authority, and responsibility of the authorities at all levels when the activities end; work in progress must have a plan to transfer tasks to continue to ensure that no work is missed or forgotten; effectively manage and use public assets, housing facilities, and land, and avoid loss or waste.

4. The Ministry of Public Security directs to strengthen the work of ensuring security and order for the events of June 30 and July 1, effectively combat plots and activities of incitement, sabotage, and distortion of the Party and State's policies; and prevent complaints and large gatherings of people causing insecurity and disorder.

5. Assign the Central Party Office to guide Party committees and organizations at all levels to synchronously organize nationwide the ceremony to announce resolutions and decisions of the Central and local levels on June 30, 2025, to officially operate from July 1, 2025.

6. Agencies, units and localities strengthen information work; focus on doing well political and ideological work.

The Central Propaganda and Mass Mobilization Commission is assigned to focus on directing the dissemination of the results of the implementation of the resolutions and conclusions of the Central Committee, the Politburo, and the Secretariat on the reorganization of the apparatus and administrative units; in which, focusing on disseminating the spirit of working resolutely and urgently completing the necessary conditions to be ready for the operation of the 2-level local government model.
