Originating from the traditional customs, beliefs, culture, history; geographical location, natural environment, living environment and population origin have formed cultural values ​​in the personality, communication style, human behavior, family in Binh Thuan bearing the characteristics and common constants of the people of the Central region and of the nation and people. These are values ​​expressing the spirit, virtues of diligence, hard work, thrift, affection, loyalty, friendliness, simplicity, filial piety, politeness, harmony, sharing, solidarity, love and mutual assistance... forming a system of values ​​bearing the common cultural identity of the Vietnamese people and also bearing the unique characteristics of the people of Binh Thuan, no matter where they are, wherever they go we can easily recognize them. In addition, the people of Binh Thuan live and work in production have been deeply influenced by environmental factors, natural conditions, characteristics of production labor, livelihood, historical - social circumstances; The process of cultural exchange and acculturation between ethnic communities; clan and family lifestyles... have formed standards with unique cultural characteristics embedded in the common features of national culture. Such as the spirit of diligence in production labor; the spirit of patriotism, bravery, indomitability, resilience, not afraid to sacrifice to fight against invaders has been fostered and become a valuable revolutionary tradition of many successive generations; the spirit of studiousness, love, sharing, mutual help, tolerance, generosity, responsibility and respect for etiquette... These are factors with important cultural and spiritual values ​​and need to be promoted, flourished, and spread strongly in the process of building and developing the homeland of Binh Thuan sustainably in the coming time.

The necessity of the project

In recent years, the state management in the field of building and developing culture, family and people of Binh Thuan has initially achieved positive results. Social awareness of the position and role of culture, people and preserving and developing the family cultural value system for the sustainable socio -economic development of the locality has many positive changes.

However, the results achieved in the fields of culture, family and people of Binh Thuan are not commensurate with economic development; cultural enjoyment is still large between regions and social classes; spiritual life in a segment of the population is still difficult and lacking. Building a healthy human and cultural environment, although being concerned, has not yet achieved the set goals and requirements. The negative side of the market mechanism, the explosion of digital technology that helps people access multi-dimensional information... has affected people's thinking and perception. The major issue that needs attention in Binh Thuan today is the phenomenon of deviation in human value standards that is becoming more and more common in social life, and non-traditional cultural manifestations show signs of increasing. The current status and trend of change in cultural value standards, family and people of Binh Thuan is the decline, change in the scale of some traditional values; the fading, fading, and degradation of some values ​​that were once highly valued. The degradation of school ethics, business and service activities... has polluted the local cultural environment. Social ethics have seriously degraded in many aspects, alarmingly, social evils and criminal offenses tend to increase, the resistance of each family has weakened; the bond between family members is increasingly loose, the distance between generations of grandparents, parents and children is getting wider and farther; the closeness, love, concern and care between family members is getting farther and farther...

In order for the locality to develop sustainably, cultural standards, families and people of Binh Thuan to maintain the values ​​of truth - goodness - beauty, and to preserve the cultural identity of the nation, each individual and social organization must be truly strict with the above-mentioned shortcomings and limitations. Therefore, building cultural standards, families and people of Binh Thuan associated with the system of cultural values, families and people of Vietnam in the new period is an important task that is both urgent in the short term and strategic in the long term.

To complete and perfect the draft project, recently, the Provincial Vietnam Fatherland Front Committee successfully chaired a conference to review the draft "Project on cultural standards, family, and people of Binh Thuan associated with the system of cultural values, family and people of Vietnam in the new period". At the conference, delegates who were leaders and former leaders of departments, branches and sectors of the province; members of the Provincial Vietnam Fatherland Front Committee, term VIII; experts, researchers... had many enthusiastic and intellectual contributions to analyze and clarify the content of the project, in order to be consistent with the requirements of the cause of innovation and the results achieved in the field of building culture, family and people of Binh Thuan to be commensurate and truly sustainable. According to the delegates, the project is consistent with the Party's guidelines and policies, the State's policies and laws and local practices; has a particularly important meaning, is a key factor in the strategy of building the province, contributing to building a prosperous and happy Vietnam. The promulgated project will have a positive impact, have great significance, both urgent and long-term strategic, to arouse the will to develop, orient each family and person of Binh Thuan to develop healthily, maximize potential, attract external forces and the quintessence of culture, human civilization, build and realize good values.
