Actively promote digital transformation application

According to the Plan for implementing the Digital Transformation Project and applying information technology (IT) in implementing the National Target Program on socio-economic development in ethnic minority and mountainous areas for the period 2021 - 2025, which was just signed by Vice Chairman of the Provincial People's Committee Nguyen Hong Hai, the goal is to support and improve the ability of ethnic minority people to access information on the support policies of the Program in the province. Thereby, helping ethnic minority people access information on science and technology and promote local products to domestic and foreign friends. At the same time, improving the ability to apply and use IT to support socio-economic development in ethnic minority and mountainous areas. The application of IT and digital transformation in implementing the Program will enhance two-way communication between people and State management agencies on ethnic affairs and Program management organizations from the central to local levels. At the same time, deploy the application of digital technology and digital data to innovate and enhance the effectiveness of management, direction, operation, inspection, supervision and evaluation of the Program. Innovate methods and digital transformation in communication and propaganda for the Program.

Specifically, by 2025, 100% of the agencies managing and implementing the Program from the provincial to the communal level will have deployed an information system to serve management, direction, operation, capacity building, communication, monitoring and evaluation. All periodic reports, monitoring reports, summary reports, and the Program's indicator system will be implemented in a synchronized digital environment from the central to local levels, aiming to replace traditional reports. The plan requires 100% of managers at all levels implementing the Program to be trained, fostered, and have their capacity improved in digital transformation, and to regularly share information on digital skills, digital technology, and IT applications in handling operations in the digital environment. All agencies and organizations managing and implementing the Program from the provincial to communal level will be automatically informed about the contents, tasks, and implementation results. Establish and publish open data sets on the results of the implementation, monitoring and evaluation of the Program for public disclosure to organizations and people. Strive for 100% of published data to be exploitable in the digital environment. Strive for management agencies and organizations implementing the Program from the provincial to local levels to be provided with infrastructure and equipment to operate online meeting rooms. 100% of ethnic minority sector management agencies implementing the plan to have their IT infrastructure upgraded to ensure information security and stable, smooth operation, meeting the requirements in management and implementation. Strive for 100% of prestigious people and ethnic minorities in the province to grasp the Party's guidelines and viewpoints, the State's policies and laws, and have full access to information on health, education , science and technology, the market; security and order information to proactively ensure the maintenance of stable life and socio-economic development of the region through the implementation of the plan. Implementation solutions

The province will promote propaganda work, raise awareness, and change the mindset of digital transformation for officers implementing the Program at all levels and the people, linking and integrating with propaganda activities in implementing the Program's activities. Strengthen the application of IT in propaganda work; diversify forms of communication on digital technology platforms. Organize training, raise awareness and skills on digital transformation for beneficiaries and project implementers.

Implement the overall architecture of the application system and digital database (DB) to serve the management, direction, operation, inspection, supervision and evaluation of the Program, as a core foundation for integrating information systems that have been and are being deployed. Standardize the management process, standardize the evaluation criteria system of each task in the management, direction, operation and implementation of the Program at all levels from the Central to the grassroots. Complete the mechanism, policies, institutionalize the management processes into guiding documents; develop and promulgate regulations and operating procedures for the application system and digital database. Organize training courses, workshops, training, and improve knowledge and skills on digital transformation and exploiting safe digital services in cyberspace for management agencies, implementing agencies, and officers implementing the Program at all levels, relevant departments and branches through conferences, seminars, etc. Actively deploy programs and training materials on digital transformation, and documents guiding the application of digital transformation compiled and implemented by the Ethnic Committee.

Coordinate with the Ethnic Committee to research and pilot the digital transformation of a number of activities of the Program that are likely to be effective and have high spread. Pilot a number of digital transformation models in the management, organization, and synthesis of the Program in 1 district, 1 commune, and 1 industry of the province. From there, create a basis for replicating the model and a basis for implementation in the next phase. Invest in upgrading or renting IT infrastructure services at the Program management agency to perform tasks serving digital transformation in Program management. The province creates favorable conditions and investment environment to attract enterprises, telecommunications and IT corporations to invest in digital infrastructure and internet connection to the commune level, especially disadvantaged villages and hamlets in ethnic minority and mountainous areas; technology infrastructure associated with service development in the fields of: Agriculture, education, health, culture, tourism, and e-commerce. At the same time, mobilize resources, especially effectively integrating national target programs, socio-economic development projects and plans, and legally mobilized resources from economic sectors and people to carry out digital transformation.
