On the afternoon of April 15, Permanent Deputy Prime Minister Nguyen Hoa Binh made such an assessment when chairing a combined online and in-person meeting of Steering Committee 751 with leaders of several ministries, branches, and localities on removing difficulties and obstacles for renewable energy projects.

Many problems from local authorities

The meeting listened to and reviewed the report of the Ministry of Industry and Trade on the implementation of the plan to implement Resolution No. 233 dated December 10, 2024 of the Government on removing obstacles and difficulties for renewable energy power projects.

According to Deputy Minister of Industry and Trade Nguyen Hoang Long, the Ministry of Industry and Trade has sent documents to the People's Committees of provinces with renewable energy projects and Vietnam Electricity Group (EVN) to urge the implementation of the plan and proactively resolve problems and difficulties of the projects.

The Ministry also has a report summarizing the implementation results of Resolution No. 233, in which some localities have not yet reported, some localities and EVN have reported but not fully, specifically on the results of resolving problems according to authority.

At the same time, many localities such as Dak Lak, Quang Binh, Ninh Thuan, Binh Thuan, Dak Nong, Quang Nam, Binh Duong, etc. have had specific reports on handling difficulties, problems and existing problems that need to be focused on and resolved.

The Ministry of Industry and Trade recommends that the Government and the Steering Committee pay attention to and direct the project's resolution. EVN actively resolves difficulties and problems within its authority. Completes early, reports results according to regulations and is responsible to the Government and Government leaders for any delay in reporting.

Regarding the conversion of forest and forest land use purposes, it is necessary to thoroughly resolve the problems according to regulations. Solve the problems of agricultural and forestry land of large-scale rooftop solar power plants built on agricultural and forestry land under the model of farm investment.

EVN urgently resolves problems and reports implementation results of renewable energy projects enjoying FIT prices and large-scale rooftop solar power projects built on agricultural and forestry land under the farm investment model.

Relevant localities urgently coordinate with EVN and electricity companies to provide information on large-scale rooftop solar power projects built on agricultural and forestry land under the farm investment model for consideration and handling.

Localities seriously learn from experience

In conclusion, Permanent Deputy Prime Minister Nguyen Hoa Binh emphasized that in the context of the complex and unpredictable developments in the international and regional economic situation, we must face many difficulties and challenges and resolutely achieve the growth target of at least 8% in 2025 and double digits in the following years. Therefore, promoting public investment disbursement and removing difficulties for projects is a task of special importance.

Welcoming the localities that, following the direction, have urgently focused on removing difficulties and obstacles for renewable energy projects so that the projects can continue to be deployed and put into operation, Mr. Binh said that there are still localities that have not actively removed difficulties and have not fulfilled their responsibilities, and there is still a situation of "kicking the ball up and down", these localities need to seriously learn from experience.

Accordingly, he requested the parties to continue reviewing the difficulties and obstacles for energy projects to remove them for businesses. Especially the contents related to construction and licensing procedures; issues related to planning; land use conversion; preferential prices (FIT);...

All these problems need to be focused on and implemented in May 2025. The spirit of the difficulties and problems of any level, ministry, branch, or locality must be considered, handled, and resolved by the units.
