Together with the entire police force, Hanoi Police has pioneered the implementation of the two-level local police model. With the motto "Streamlining focal points associated with promoting decentralization and delegation of power", after six months of not organizing district-level police and three months of implementing new administrative boundaries, the Capital Police has stabilized its organization, ensuring smooth command and operation, maintaining the effectiveness of all aspects of work.
Crimes against social order decreased sharply compared to the same period.
After the end of the District Police activities, the Commune Police were reorganized and linked with the implementation of two-level local government. From 526 commune-level units, the City Police were reorganized into 126 units (a 76% reduction in units). Many tasks were transferred to the Commune Police, ensuring closeness to the people, and enhancing service to the people.
The units have strictly implemented the guiding principle that “the new apparatus must be better than the old one”. Accordingly, the staff has been reasonably structured in the direction of strengthening the force for the grassroots police and units directly involved in combat. All aspects of professional work have been comprehensively deployed, promptly grasping the situation, detecting and effectively handling problems arising right from the locality.
With the determination to "proactively attack, not follow criminals", immediately after implementing the two-level local police model, the Investigation Agency has strengthened guidance for commune-level police in implementing new regulations of the Criminal Procedure Code.
Receiving and handling information about crimes must be carried out in accordance with regulations, promptly, effectively, without interruption, ensuring the proactive role of grassroots police in fighting and preventing crimes.
The working method has been transformed from traditional to modern technology application, effectively exploiting the national database system on population, scientific and technological applications to serve the fight against and prevent crime. Thanks to that, many large and especially serious criminal, drug, economic , corruption and environmental cases have been detected, prosecuted and investigated, which have an educational effect, deterring and preventing general crime.
As a result, after six months of not organizing district-level police, commune-level police units discovered nearly 3,200 cases, a 31.1% reduction in the number of social order crimes compared to the same period in 2024; arrested, persuaded to surrender, and eliminated nearly 200 wanted subjects; prevented the formation of dangerous gangs, rampant activities, and complicated the situation.
After three months of deploying the new Commune-level Police, units discovered nearly 1,200 cases, a 33.6% reduction in the number of social order crimes compared to the same period last year; arrested, persuaded to surrender, and eliminated more than 100 wanted subjects.
This is proof of the practical effectiveness of the new organizational model, as well as the proactive and determined spirit of the Capital Police force in the fight against crime.
Significant effectiveness in taking on new assignments
Along with the end of the activities of the District Police, the Hanoi City Police simultaneously received four new groups of tasks.
With a proactive and highly responsible spirit, the City Police quickly developed a suitable implementation plan, clearly assigned tasks, ensuring that the reception and transfer process took place scientifically , closely, without interruption of work, without affecting the interests of organizations and individuals. Up to now, the new areas of work have been put into order, operating stably and effectively, minimizing intermediaries and shortening work processing time.
In the field of drug addiction treatment, the City Police have proactively implemented synchronous management measures, closely combining drug addiction treatment and student management with the fight against and handling of drug-related violations.
Currently, four drug rehabilitation facilities under the City Police have completed rehabilitation for more than 1,600 students and are continuing to manage, educate, and support more than 5,100 students.
Along with that, the police of units and localities regularly coordinate to review, detect and strictly handle cases of violations of drug regulations; promote the implementation of the movement "All people participate in drug prevention and control", contributing to building "drug-free communes and wards".
In the work of testing and granting road motor vehicle driving licenses, professional procedures are quickly standardized, associated with promoting administrative reform and applying information technology, helping people conveniently register, look up and receive results.
The time for handling administrative procedures is shortened, minimizing negative impacts and inconveniences for people and businesses. In particular, some administrative procedures related to the issuance of road motor vehicle driving licenses are carried out right at the commune-level police station, helping people shorten travel time and distance.
In just a short time, the units approved more than 123 thousand applications for granting and renewing driving licenses; organized 288 examination councils with more than 82 thousand registration applications.
Since the beginning of March, 103,000 cases have been received in the field of issuing criminal records. The model of "Smiles to receive people" has been deployed, creating a good impression of the attitude, service style, and professionalism of the officers and soldiers of the Capital Police towards the people.
In addition, the application of online public services, connecting with the national database, helps shorten processing time, ensuring transparency and convenience for people.
Regarding the task of ensuring information security, the City Police has advised the City People's Committee to establish a Standing Team with representatives from the City Police and a number of departments, branches and units; arrange 24/7 monitoring forces for public service systems and information systems to serve the direction and operation to promptly detect, prevent and respond to network security and information security incidents.
The results achieved not only affirm the practical effectiveness of the new organizational model but also strengthen people's trust in the Capital Police force, creating a solid foundation for the Capital to develop safely, civilizedly and modernly.
