
Presenting a speech on the development of science , technology, innovation and digital transformation - strategic breakthroughs of Ho Chi Minh City in the period under the spirit of Resolution No. 57-NQ/TW, comrade Lam Dinh Thang, Director of the City's Department of Science and Technology, said that in the recent period, science, technology and innovation have affirmed their role as important driving forces for the city's growth. The city has achieved positive results as a foundation for development in the next 5 years.
Currently, the City is ranked 2nd in the Digital Transformation Index and the National Innovation Index. The city's creative startup ecosystem is ranked 110th globally and 5th in Southeast Asia. A very favorable factor in digital financial activities is that the city has risen to 30th in the world in Blockchain.

In the next 5 years, the city has identified a number of major goals: TFP contributes at least 60%, digital economy accounts for 30-40% of GRDP; The city becomes an international-class Innovation Center by 2030.
This is the task assigned to the city by the Central Steering Committee on Resolution 57; The innovative startup ecosystem is in the Top 100 most dynamic cities globally; Ho Chi Minh City has at least 5 research centers that meet international standards in strategic technology fields.
To achieve the above results, the city has persistently and synchronously deployed many key groups of solutions. To realize these goals, it will focus on three strategic breakthroughs in mechanisms, policies and investment attraction, strategic technology and innovation ecosystem, digital governance and digital human resources.
Regarding mechanisms, policies and investment attraction, according to comrade Lam Dinh Thang, the city needs to focus on attracting strategic investors in the field of science and technology. He said that currently, the G42 group of the United Arab Emirates (UAE) is planning to invest in an AI metadata center with a capital of nearly 2 billion USD in the city.
The city needs to develop high-tech zones and testing zones for new technologies according to specific mechanisms. The city has registered to pilot a public-public partnership model to use the city budget to invest in local universities, including promoting the National University to reach the Top 100 in Asia by 2030. The city needs to have policies to promote private sector investment in science and technology, and policies to support small and medium enterprises to transform digitally faster.
Presenting a speech at the Congress, comrade Truong Thi My Hanh, Permanent Vice President of the Vietnam Fatherland Front Committee of Ho Chi Minh City, said that during the past term, under the leadership of the City Party Committee and the close and synchronous coordination of the government, the Vietnam Fatherland Front has played a core role in promoting democracy, implementing supervision and social criticism on the basis of closely following the practical requirements and tasks of the City.

Thereby, the Front makes an important contribution to strengthening social consensus, participating in Party and government building, promoting the strength of national solidarity, creating a driving force to promote development and growth indicators, and improving people's quality of life.
To continue promoting the role of the Front in promoting democracy and participating in Party and government building, at today's solemn forum, comrade Truong Thi My Hanh proposed a number of key contents.
Accordingly, the supervision and criticism work of the Fatherland Front and socio-political organizations must be under the direct and comprehensive leadership of the Party, the close and synchronous coordination of the government, closely linked with the Party's mass mobilization work, and directly the government's mass mobilization work - where the Party and State listen to, understand and serve the people.
All policies and strategies are formulated on the basis of taking people as the center, serving people as the goal, and taking people's satisfaction and trust as the measure of effectiveness.
The Front and socio-political organizations need to strongly innovate the content and methods of operation, closely following the functions, tasks and practical life of the people, avoiding administrative and formal aspects; taking the legitimate needs and aspirations of the people as the starting point; promoting digital transformation, expanding interaction channels and online feedback.
In addition, the Front and socio-political organizations need to improve the quality of social supervision and criticism - focusing on areas related to people's lives, goals and strategies for city development; ensuring criticism has a scientific basis, practical evidence, and a mandatory feedback mechanism.
The city needs to pay more attention to building a team of cadres of the front and socio-political organizations with political courage, pure ethics, practical capacity, mass mobilization skills, innovative thinking, aspiration to contribute, and closeness to and closeness to the people.
