Giving his assessment, the General Secretary said that in the past 9 months, a lot of work has been done, there has been a change in the implementation of science and technology development tasks, but compared to requirements, there are still limitations.

In reality, this is currently only focused on a few areas of state management agencies, not serving much for production, increasing labor productivity, reducing costs, and bringing benefits to the economy.

Commenting on the key tasks that need to be focused on in the coming time, the General Secretary first reiterated the need to firmly implement the tasks according to the new operating principles agreed upon at the recent 13th Central Conference, which are "discipline comes first, resources go together, and results are the measure".

The General Secretary analyzed that discipline is demonstrated in implementing conclusions and instructions, adhering to progress, not pushing or avoiding, and having to thoroughly handle overdue tasks.

Resources must be fully guaranteed, allocated correctly, accurately, quickly, effectively, and avoid waste.

Ultimately, effort is measured by concrete, real, measurable results, not by formal reports.

The important orientation emphasized by the General Secretary is to take science and technology, innovation, and digital transformation as the main driving force, creating productivity and having new, high-quality production methods, focusing on data economy and digital economy.

Along with that, according to the General Secretary, removing institutional bottlenecks must be considered a top priority, and there cannot be a deadlock. He said that recently, the National Assembly has amended and supplemented many laws, and at the upcoming 10th session, it will consider and pass nearly 50 more laws.

Also according to the General Secretary's request, units must exploit data, break the separatist mindset, perfect the intellectual property institution, commercialize research results, connect institutes with the market, and establish public-private partnership institutions to mobilize resources for society...

In particular, according to the General Secretary, there must be a strong enough mechanism to protect cadres who dare to think, dare to do, and dare to take responsibility for the common interest.

To unleash social resources, the General Secretary said it is necessary to create an ecosystem, taking enterprises as the center, shifting from "State doing" to "State creating", in order to liberate and mobilize maximum private resources for science and technology development and innovation.

"What the private sector can do, which is not a field in which the State plays a leading role, we should create conditions and encourage the private sector to do," the General Secretary stated, at the same time citing good things that have been done in reality, such as the National Exhibition Fair Center which has now been completed, but if it had followed the bidding process, "the procedures would only have been completed now".
