On the afternoon of December 27, on the sidelines of a press conference announcing the situation and results of public security work in 2023, Major General Nguyen Thanh Tung (Deputy Director of Hanoi City Police) informed about unusual signs in the auction results of 3 sand mines in Ba Vi district and Bac Tu Liem district.

According to Hanoi Police, on November 5, the Hanoi Land Fund Development Center organized an auction of mineral exploitation rights for 3 sand mines: Chau Son mine (in Chau Son commune, Ba Vi district, with reserves of more than 700,000 m3), Lien Mac mine (Lien Mac ward, Bac Tu Liem district, with reserves of more than 500,000 m3) and Tay Dang - Minh Chau mine (in Tay Dang town, Minh Chau commune and Chu Minh commune, Ba Vi district, with reserves of nearly 5 million m3).

41 businesses have requested to participate in the auction of the sand mines. After receiving the information, Hanoi City Police have grasped the situation, collected documents related to the auction, and directly monitored and supervised the activities during the auction.

Verification results show that the auction took place objectively; no signs of violations of auction laws were detected; no signs of collusion or price suppression were detected.

Conducting research on records and documents related to the auction, Hanoi Police determined that 41 records of 41 participating enterprises were in accordance with the criteria of the Department of Natural Resources and Environment.

Earlier, in early November, the Land Fund Development Center (Hanoi Department of Natural Resources and Environment) announced that it had completed the auction of the exploitation rights of 3 sand mines in the area. The total amount paid by organizations and individuals in the auctions was nearly 1,700 billion VND.

Specifically, Chau Son sand mine (Chau Son commune, Ba Vi district) has a sand reserve licensed for exploitation of more than 703,500m3. The starting price is more than 2.8 billion VND.

After 89 rounds of auction, the organizing committee determined the winning price to be nearly 397 billion VND, more than 137 times the starting price. The second mine in Lien Mac (Thuong Cat and Lien Mac wards, Bac Tu Liem district) has a sand reserve of 508,603m3. The starting price is more than 2 billion VND. After 53 rounds, the winning price was more than 408 billion VND, nearly 200 times the starting price.

With Tay Dang - Minh Chau mine (Minh Chau commune and Chu Minh commune, Ba Vi district) with exploited sand reserves of 4,899,000m3, the starting price is more than 19 billion VND, the winning bid price is nearly 884 billion VND, nearly 46 times higher than the starting price.

After the press reported the unusually high auction results of three sand mines, Prime Minister Pham Minh Chinh sent a telegram to Hanoi and relevant ministries and branches, stating that this was a matter of special public concern, which could create an effect on socio -economic development and the construction materials market, and requested a review.
