The current demand for backfill soil for projects in the province is very large, in addition, some neighboring localities such as Hanoi , Thanh Hoa, Thai Nguyen... have a large demand for backfill soil. However, there is no source of backfill soil to license the exploitation and recovery of minerals, leading to the need for licensing the exploitation and recovery of backfill soil in the province not meeting the demand.

According to statistics, in the province there are 149 licensed mines, mainly stone, soil, sand, meeting the material needs for key projects. Of which, 93 mines are used as common construction materials ( Hoa Binh 67 mines, Phu Tho 22 mines, Vinh Phuc 4 mines) with a total reserve of 380,604,931m3, total exploitation capacity of 11,917,302m3/year. 45 river sand and gravel mines (Hoa Binh 3 mines, Phu Tho 41 mines, Vinh Phuc 1 mine) with a total reserve of 49,400,071m3, total exploitation capacity of 2,153,030 m3/year. 11 mines are used for leveling soil (Phu Tho 07 mines, Vinh Phuc 03 mines, Hoa Binh 01). In addition, there are 24 locations for reclaiming surplus land to serve construction projects that are still in effect (Phu Tho 05 locations, Hoa Binh 19 locations). The total reserve of the locations that are still in effect is 14,951,426 m3, with a total exploitation capacity of 10,421,265 m3/year.

In recent times, a series of key projects have been implemented, creating a strong driving force for public investment disbursement, GRDP growth and investment attraction. The auction and licensing of minerals in the province have been carried out promptly, openly and transparently, playing a fundamental role in ensuring raw materials for strategic infrastructure development.
Through review, there are 117 mines included in the Mineral Exploitation Rights Auction Plan approved by the Provincial People's Committee (of 3 provinces: Phu Tho, Hoa Binh, Vinh Phuc ); the minerals put up for auction are mainly river sand and gravel mines; common construction stone and earth fill mines. Of which, the plan is to auction 106 mineral mines for common construction materials (including 77 earth mines, 11 stone mines, 18 sand mines). Currently, the Department of Agriculture and Environment is reviewing and selecting the dossiers of eligible auction organizations to organize auctions in accordance with regulations.
In addition, the area for which mineral exploitation rights are not auctioned under the licensing authority has been delimited, including 23 areas of land minerals used as filling materials to serve the construction of works using the state budget; works to overcome natural disasters and enemy attacks; traffic infrastructure works, welfare works under the new rural construction program with an area of 214.7 hectares, reserves of about 47.58 million m3. Of which, there are 07 mines serving the Hoa Binh-Moc Chau Expressway project; 01 mine serving the Provincial Road 436 Improvement and Upgrade Project; 01 mine serving the Hoa Binh-Hanoi Regional Link Road Project and Son La Expressway...

Comrade Nguyen Phuong Dong, Deputy Director of the Provincial Department of Agriculture and Environment, said: In the coming time, the unit will continue to review the demand for using earth fill resources for projects in the province in the period of 2025-2030, balance the earth fill resources in the area to ensure meeting the demand for earth fill materials, construction materials for works, projects in the area and the tasks of national key projects, urgent public investment projects, works, and construction items under the national target program. Implement management of licensed exploitation and transportation of surplus earth in the area; transportation of earth to registered dumping locations. Strengthen inspection work, establish patrol teams in the management area to detect, prevent and promptly handle illegal exploitation of earth, exploitation beyond the scope of the license and oversized and overloaded vehicles. Resolutely handle violations of the law, do not let violations continue to cause public outrage. Implement the management and protection of unexploited minerals in mineral planning areas according to the Decision of the Prime Minister, approved by the Provincial People's Committee and within the management unit's area, do not allow illegal exploitation of land-fill minerals.
