Telegram of the Provincial People's Committee Chairman on focusing on responding to storm No. 5

(Baothanhhoa.vn) - On August 23, the Chairman of the Provincial People's Committee issued Official Dispatch No. 12/CD-UBND directing departments, branches, and localities to focus on responding to storm No. 5 (international name: Kajiki), in 2025.

According to the forecast bulletin of the National Center for Hydro-Meteorological Forecasting, at 10:00 a.m. on August 23, the center of the storm was located at about 17.4 degrees North latitude; 115.8 degrees East longitude, about 380km East Northeast of Hoang Sa special zone. The strongest wind near the center of the storm was level 8-9 (62-88km/h), gusting to level 11; moving in the West Northwest direction at a speed of about 25km/h.

Due to the impact of the storm, from August 24 to 27, 2025, Thanh Hoa province is likely to experience a period of moderate to heavy rain, some places will have very heavy rain, the total rainfall in the coastal plains and mountainous areas in the West and Southwest is generally from 200 - 300mm, some places over 300mm, other areas are generally from 100 - 200mm, risk of floods, flash floods, landslides and inundation in low-lying areas, riverside, urban areas.

Implementing Official Dispatch No. 141/CD-TTg dated August 22, 2025 of the Prime Minister on proactively responding to tropical depressions that are likely to strengthen into storms; To proactively respond to natural disasters, the Chairman of the Provincial People's Committee requests the Commander of the Provincial Military Command, the Director of the Provincial Police, the Commander of the Border Guard Command, the Directors of provincial departments, branches, sectors, units, the Chairmen of the People's Committees of communes and wards, the Director of the Provincial Hydrometeorological Station, the Director of the Thanh Hoa Maritime Port Authority, the Directors of the following Companies: Irrigation Works Exploitation, Viettel Thanh Hoa, VNPT Thanh Hoa, Thanh Hoa Electricity, Thanh Hoa Urban Environment and Construction Joint Stock Company, Thanh Hoa Water Supply Joint Stock Company and related units according to their assigned functions and tasks, to closely monitor forecast information, developments of storms, rains, floods, promptly direct the implementation of response work according to the motto "four on-the-spot", not to be passive or surprised in order to ensure safety of life, minimize damage to property of the People and the State caused by natural disasters; at the same time, focus on directing the implementation of the following key tasks:

1. Chairman of People's Committee of communes and wards:

- Closely monitor the storm's developments; strictly manage vessels going out to sea; direct and deploy the work of counting, guiding and ensuring safety for vessels and vehicles (including cruise ships) operating at sea and along the coast to proactively escape from dangerous areas or return to safe shelters; especially be on guard against storms and lightning that can cause damage before the storm directly affects.

- Review and deploy measures to ensure safety for tourism activities (including tourists), aquaculture, and fishing at sea, estuaries, and along the coast; resolutely evacuate people on cages and aquaculture huts to safe places before the storm directly affects them.

- Organize to update fully and promptly information on natural disaster situations to people to proactively respond to ensure safety; propagate and guide people on response measures and skills, especially strong winds, flash floods, inundation, and landslides.

- Review and complete scenarios and plans to respond to storms, floods, landslides, flash floods, and inundation according to the "4 on-site" motto suitable for each village, hamlet, and residential area, especially in mountainous areas where isolation is likely to occur.

- Organize reviews and proactively prepare plans to evacuate people in areas at risk of deep flooding, especially at river mouths, coastal areas, areas at risk of flash floods, landslides, and weak houses that do not ensure safety; have plans to support temporary accommodation, food, and necessities for people who have to evacuate, ensuring stable lives for people.

-Prepare measures to ensure safety and limit damage to houses, warehouses, headquarters, public works, industrial parks, tourist areas, factories, power grid systems, telecommunications, and resource and mineral exploitation areas.

-Ready to deploy drainage and flood prevention plans for agricultural production areas, industrial parks, urban areas, and concentrated residential areas.

- Urgently complete the repair and remedy of incidents and damages to dike works that have occurred in the recent past; organize inspections, reviews, and prepare plans to ensure safety for dike works, dams, and other disaster prevention and control works, especially at vulnerable locations, damaged works, locations where incidents, landslides on river banks, coastlines, and road slopes have occurred in the recent past, and works under construction; arrange a permanent force to operate and regulate and be ready to handle situations that may arise.

- Be ready to deploy forces to guard and control people and vehicles passing through culverts, spillways, deeply flooded areas, areas with fast-flowing water, areas with landslides or areas at risk of landslides, resolutely not allowing people and vehicles to pass through if safety is not ensured, not allowing unfortunate human losses due to carelessness or subjectivity; deploy forces, materials and vehicles to overcome incidents, ensuring smooth traffic on main traffic routes when heavy rain occurs.

-Prepare forces and means to promptly rescue and quickly overcome the consequences of natural disasters.

2. The Director of the Department of Agriculture and Environment directs close monitoring of the situation of storm No. 5 and rain and floods; coordinates with relevant units to effectively direct the implementation of work to ensure the safety of dykes, dams, irrigation works, protect agricultural production and aquaculture, and exploit aquatic and seafood products; closely monitors and advises on scientific and effective operation of hydroelectric dams and irrigation works in the province, to prevent overlapping floods, contribute to reducing floods downstream, and avoid being passive and surprised; promptly report and propose to the Chairman of the Provincial People's Committee on matters beyond his authority.

3. The Commander of the Provincial Military Command, the Director of the Provincial Police, and the Commander of the Border Guard Command, according to their assigned functions and tasks, shall direct the forces stationed in the area to review response plans, proactively organize and deploy forces and means to be ready to support localities in responding to storms, floods, evacuating people, and conducting rescue operations.

4. The Director of the Department of Construction shall preside over and coordinate with the Director of the Thanh Hoa Maritime Port Authority and relevant units to direct the work of ensuring safety for transport vessels and tourist vessels; ensuring safety in preventing and combating natural disasters for traffic and construction infrastructure works, especially drainage systems on key traffic routes and in economic zones and urban areas to proactively drain water and overcome serious flooding in urban areas during heavy rains; deploy work to ensure traffic safety, promptly overcome landslides and separations, and prevent congestion on main traffic routes under management.

5. The Director of the Department of Industry and Trade shall preside over and coordinate with relevant localities and units to direct the work of ensuring safety for industrial production, power systems, and hydroelectric reservoirs; promptly overcome incidents, ensure safe power supply for production and people's daily life; reserve essential goods, focusing on areas frequently affected by natural disasters and incidents, especially mountainous areas, remote areas.

6. The Director of the Department of Health shall preside over and coordinate with the Director of the Department of Agriculture and Environment to direct, guide, and support relevant localities and units to be ready to deploy environmental treatment and disease prevention and control during and after natural disasters.

7. The Director of the Provincial Hydrometeorological Station shall closely monitor the developments of storm No. 5 and floods; forecast, warn, and promptly inform relevant agencies and people to proactively deploy response measures.

8. Directors of Irrigation Works Exploitation Companies shall proactively direct the drainage of buffer water and prepare plans for flood drainage to protect agricultural production.

9. The Director of the Department of Science and Technology, Directors of the following Companies: Viettel Thanh Hoa, VNPT Thanh Hoa, Thanh Hoa Electricity, Thanh Hoa Urban Environment and Construction Joint Stock Company, Thanh Hoa Water Supply Joint Stock Company, according to their assigned functions and tasks, direct the work of ensuring the safety of the communication system, trees and urban environment, water supply and electricity supply systems (especially giving priority to pumping stations and drainage culverts operated by electricity).

10. Thanh Hoa Newspaper and Radio - Television Station, Thanh Hoa Coastal Information Station and grassroots information systems strengthen information and communication on developments of storm No. 5, rain, floods and response and consequence management work.

11. Members of the Provincial Civil Defense Command, according to their assigned tasks and areas, proactively grasp the situation, promptly inspect, urge and direct relevant localities and units to deploy response work and overcome consequences that may be caused by natural disasters.

12. Assign the Provincial Office of Natural Disaster Prevention and Control to, based on the developments of storm No. 5 and the actual situation, proactively advise the Deputy Head of the Provincial Civil Defense Command - Chief of Office to sign and issue a dispatch on sea bans (if deemed necessary) on behalf of the Provincial Civil Defense Command, ensuring compliance with regulations.

13. Organize a serious 24/7 on-duty shift, regularly report the situation to the Provincial Disaster Prevention and Control Command Office, the Provincial Civil Defense Command Standing Office for synthesis and reporting according to regulations.
