Quy Duc is one of the most difficult highland communes of the province, with mountainous terrain, many hamlets in the Hoa Binh reservoir area live mainly by aquaculture and fishing. Due to the impact of storm No. 10, the commune had heavy to very heavy rain, accompanied by thunderstorms and strong gusts of wind, which sank 8 fishing boats of people in Nhap hamlet, causing an estimated loss of about 120 million VND.

In addition, the storm also affected about 5.2 hectares of rice and crops, with an estimated loss of about 250 million VND. Floodwaters overflowed fish ponds of two households, causing an estimated loss of 200 kg of various fish, worth about 20 million VND. About 45 meters of the surrounding wall of the commune health station collapsed, with an estimated loss of about 65 million VND.
The rain and floods caused soil and rocks to spill onto the roads, making traffic difficult.
The transportation system was also seriously affected. Many inter-commune and inter-hamlet roads were eroded; soil and rocks spilled onto the road surface, causing local congestion. The road from Tham Luong hamlet to Lam hamlet, from So hamlet to the Commune People's Committee or from Khem hamlet to Men hamlet all had landslides and erosion, making it difficult or impossible for vehicles to travel. In particular, the section from Hat hamlet to Hat wharf had up to 4 large landslides, making it impossible for cars and motorbikes to travel. The total volume of eroded soil and rocks was estimated at over 3,500m3 , putting pressure on the recovery work.
Local authorities help clear the flow to avoid soil overflowing into people's homes.
Due to the mountainous terrain, the risk of landslides into houses is high, so the commune authorities had to urgently evacuate 10 households to safety. In the commune, 4 households had their roofs blown off, and some households were at risk of landslides entering their houses.
Urgent response and disaster recovery
Faced with the storm and flood situation, the Quy Duc Commune Civil Defense Command has activated a natural disaster response plan, assigned forces to be on duty 24/7, promoted the "4 on-site" motto, continuously updated the situation to proactively handle possible situations.
Comrade Ban Anh Thang - Head of Economic Department, Deputy Head of Quy Duc Commune Civil Defense Command said: The Committee has directed hamlets and militia forces to check traffic routes, culverts, landslide areas and landslide risks to respond promptly. Points with high risks of landslides, flooding and routes at risk of flash floods, culverts and culverts have been posted with warning signs, and forces are deployed on duty to ensure safety. People are advised not to go fishing, collect firewood when it rains heavily, strong winds, and not to go through culverts when the water level is high and flows rapidly. For households that have to evacuate, the commune will arrange forces to help move them to a safe place.
When the rain stopped, the commune mobilized 2 excavators to level the landslides to ensure traffic initially. Families whose trees fell and roofs were blown off received support from the police, militia, security and order protection team at the grassroots level and the people to clean up and fix the problem. In particular, forces were mobilized to salvage 8 fishing boats of the people that sank in Hoa Binh Lake.
Lessons from previous storms up to storm No. 10 show that, with its high, steep terrain and many streams, Quy Duc always faces the risk of flash floods, landslides every time there is heavy rain or flooding. Therefore, the commune attaches special importance to the work of checking, warning and evacuating people from dangerous areas.
Currently, through screening, the whole commune has 62 households with 230 people in areas at high risk of landslides. Particularly in Hat hamlet on the morning of September 30, there were 3 new points at risk of landslides, directly threatening 11 households with 44 people. These households are advised to regularly monitor the weather and evacuate immediately when there are signs of danger.
With the proactive and drastic measures of the government and people, Quy Duc has no human casualties and minimized damage caused by storms and floods. In the coming days, the commune will continue to focus on overcoming the consequences of natural disasters, stabilizing people's lives and production.
Officials and people of Quy Duc commune hope to renovate and upgrade roads that are prone to landslides and traffic jams every time it rains, affecting trade and economic development.
However, landslides during storms and rains make people and traffic participants worried. For example, the inter-commune road from Rang hamlet, Cao Son commune to Quy Duc commune People's Committee, 8km long, is the main road but is often eroded during heavy rains, causing traffic congestion. Many other roads in the area are in the same situation, affecting traffic, trade, and sustainable economic development.
From that reality, the commune hopes to have funding to support embankments in streams, residential areas, and roads that are often eroded and congested. Especially, to renovate and upgrade the road to the commune People's Committee, because this is the route that shortens the distance to the central commune and the communes in the Phu Tho area.
