The core and breakthrough contents of Resolution 68 of the Politburo on private economic development were thoroughly grasped and fully summarized by Prime Minister Pham Minh Chinh at the National Conference on the morning of May 17.

Also at this conference, in the middle of Dien Hong hall, after thoroughly understanding Resolution 68, Prime Minister Pham Minh Chinh directly discussed and answered a number of opinions and proposals from leaders and representatives of the private business community.

Businesses want to contribute but cannot because they are "tied up"

This content was not originally part of the conference's agenda, but the Prime Minister 's question, "Does anyone have any questions?", was an encouragement for businessmen to speak up.

Listening to their voices today, not only Prime Minister Pham Minh Chinh, but also all the highest leaders of the Party and State such as General Secretary To Lam, President Luong Cuong, and National Assembly Chairman Tran Thanh Man. Therefore, this is perhaps a precious opportunity for businesses to share their "heartfelt voices".

The first arm raised in Dien Hong Hall after the Prime Minister's encouragement was businessman Vu Van Tien, Chairman of the Board of Directors of Geleximco Group.

According to Mr. Tien, Resolution 68's determination that "the private economy is the most important driving force of the national economy" is a strategic, breakthrough change, with a comprehensive vision, correct assessment of the position and role of the private economy, and completely eliminating prejudiced views, perceptions, and attitudes about the private economy.

"We see this as a comprehensive revolution that liberates the private economic sector, like a rain shower after a drought that we private enterprises have been waiting for for many years, when many problems make us frustrated, we want to contribute but cannot, and many times we are tied up," the businessman shared.

To effectively implement this resolution, Mr. Tien proposed assigning an independent agency to evaluate the compliance, execution, and implementation of the resolution by ministries, agencies, and localities, and at the same time receive feedback from people and businesses during the implementation process.

Regarding this content, Prime Minister Pham Minh Chinh said that Resolution 68 of the Politburo, as well as Resolution 198 of the National Assembly on a number of special mechanisms and policies for private economic development, and the Government's Action Plan, have all assigned very specific tasks to agencies in the organization for implementation.

During the implementation process, the head of the Government said he will continue to review and summarize the implementation of previous resolutions to promote good work.

As an example, the Prime Minister said that in the past, everything had to be bid, but Resolution 68 this time clearly stated the direction of assigning work and placing orders to businesses. Therefore, the Prime Minister hopes that businesses "have promised to do, have committed to do, have done, have done, have implemented must produce products, results can be measured and measured".

Regarding State management agencies, the Prime Minister noted that they must also listen to businesses' sharing and feelings to effectively handle work.

The representative of the Vietnam Young Entrepreneurs Association asked the Prime Minister, Mr. Dang Hong Anh (Chairman of the Association), wanting to know what roadmap the Government has to digitize data on regulations in the legal system, the progress of legal settlement, to help entrepreneurs look up more easily.

Regarding this content, the Prime Minister said that he has assigned the Minister of Justice to build a digital legal portal so that businesses and entrepreneurs can access the Party's guidelines and policies and the State's laws more conveniently.

At the same time, according to the Prime Minister, this is also a basis for entrepreneurs and businesses to contribute to building and perfecting institutions and reflecting on difficulties in the implementation process.

"This will help businesses and entrepreneurs save time, reduce costs, and avoid having to ask or work with agencies when work is processed through the Digital Legal Portal," the Prime Minister shared.

There must be land and capital incentives for small and medium enterprises.

The third person invited by the Government leader to express his opinion is Mr. Vuong Quoc Toan, Chairman of Lan Hung Real Estate Group Joint Stock Company (specializing in social housing nationwide).

The businessman shared his joy that the Party and State leaders paid great attention and had strong instructions on developing the private economy, but he pointed out the reality that many small and medium-sized enterprises still have difficulty accessing land and capital.

With the regulation that industrial parks only lease land of 1 hectare or more, Mr. Toan said that small and medium-sized enterprises cannot have enough resources. Therefore, he proposed that localities open industrial parks with full infrastructure for small enterprises to lease from 1,000 to 5,000 square meters of land.

Sharing that concern, the Prime Minister said that Resolution 68 clearly stated the need to reserve at least 20 hectares per industrial park or cluster or 5% of the total land fund invested in infrastructure for lease to high-tech enterprises, small and medium-sized enterprises, and innovative startups.

At the same time, the resolution also thoroughly promotes and diversifies capital sources, in which priority is given to a part of commercial credit sources for private enterprises, especially small and medium enterprises, supporting industry enterprises, creative start-up enterprises, etc.

The Prime Minister reiterated that the resolutions and plans of the National Assembly and the Government already have these contents. The Government will issue a Decree to further specify land access, and at the same time, the Governor of the State Bank will issue a circular on capital sources.

"The policy is very clear, these two things are definitely required, please rest assured delegates, and the implementation organization will have specific instructions, most suitable to the conditions of each period," the Prime Minister shared.

There were still many hands raised in the Dien Hong hall wanting to express their opinions, but due to the program's duration, the Prime Minister requested that if delegates and businessmen have any opinions or suggestions, they should continue to submit documents, and the Government and agencies are ready to receive them for thorough resolution.
