On September 29, at a meeting with Chairman of the Russian State Duma Vyacheslav Volodin, General Secretary To Lam affirmed that the visit created momentum, contributed to strengthening political trust, and created the basis and foundation for the Vietnam-Russia relationship to develop strongly and sustainably in the new phase of cooperation.
Strengthening cooperation in education - training, science - technology - engineering and health
The General Secretary stressed that the visit of the Chairman of the Russian State Duma is a vivid demonstration of the will and determination to further promote the traditional friendship and comprehensive strategic partnership between Vietnam and Russia.
The General Secretary asked Russia to support the stance of Vietnam and ASEAN on ensuring peace, stability and order in the East Sea on the basis of international law, the United Nations Charter and the 1982 Convention on the Law of the Sea (UNCLOS 1982).

The General Secretary said that Vietnam always wishes to comprehensively develop the traditional friendship and Comprehensive Strategic Partnership with Russia, commensurate with the two countries' positions in each other's foreign policies and the trust and history of extremely good relations between the two countries.
According to the General Secretary, in the context of rapid developments in the world and region, Vietnam is determined to concentrate all resources to develop the country, bringing the nation into an era of wealth and prosperity, and hopes that Vietnam's friends and trusted partners will accompany it on this path.
General Secretary To Lam suggested that the Russian State Duma maintain close coordination with the Vietnamese National Assembly in enhancing cooperation on the parliamentary channel, and thanked the Russian State Duma for promptly ratifying the cooperation agreements signed between the two countries.
The Chairman of the State Duma of Russia said that Russian President Putin and senior Russian leaders, including Russian State Duma lawmakers, are very interested in the visit to Vietnam this time by the Chairman of the State Duma of Russia, considering this an important step to effectively implement the visit to Russia in May by General Secretary To Lam.
At the meeting, the two sides acknowledged the positive results of bilateral cooperation in the fields of economics - trade, energy - oil and gas, defense - security, tourism and people-to-people exchange in recent times, especially the trade turnover maintaining a growth rate of over 20%, the number of Russian tourists to Vietnam next year is double the previous year.
The two leaders affirmed the tradition of good cooperation in the fields of education - training, science - technology - engineering and health. At the same time, they affirmed their determination to bring cooperation in these fields to new heights with joint cooperation projects to maximize the potential and development requirements of the two countries.
Soon bring bilateral trade turnover to 15 billion USD
On the same day, at a reception for the Chairman of the Russian State Duma, President Luong Cuong believed that the traditional friendship and comprehensive cooperation between the two countries will be increasingly consolidated and developed for the benefit of the two peoples and for peace, stability and cooperation in the region and the world.

During the exchange, the two sides agreed to continue enhancing political trust, promoting cooperation through Party, State, National Assembly and local channels, and promoting the implementation of specific cooperation measures and projects in all fields.
The two sides agreed to enhance people-to-people, cultural, sports and tourism exchanges and believe that with the efforts of both sides, Vietnam and Russia will find effective mechanisms and solutions to remove obstacles, overcome difficulties, and promote strong development of bilateral relations.
The two leaders also agreed to increase the exchange of positions and close coordination at international organizations and multilateral forums, contributing to ensuring peace, cooperation and development in the region and the world.
At a meeting with the Chairman of the Russian State Duma on the same day, Prime Minister Pham Minh Chinh asked the Russian State Duma to support and create favorable conditions in terms of legal framework to remove difficulties and obstacles, and promote cooperation in all fields.

The Prime Minister asked the Russian State Duma to support economic, trade and investment cooperation to soon achieve the goal of raising bilateral trade turnover to 15 billion USD, effectively utilize the Vietnam - Eurasian Economic Union Free Trade Agreement, and encourage businesses of the two countries to invest in each other's markets.
The Chairman of the Russian State Duma affirmed that Russia always considers Vietnam as its top priority partner in the Asia-Pacific region and in Southeast Asia.
Regarding cooperation on the parliamentary channel, Mr. V. Volodin said that all political parties in the Russian Parliament in both the Senate and the House of Representatives, despite their different political tendencies, all agree to support strengthening and deepening relations with Vietnam.
The Chairman of the Russian State Duma affirmed that the Russian National Assembly is always ready to coordinate in implementing high-level agreements, supporting the two countries' governments to promote relations in all fields, especially strengthening economic, trade and investment relations, and making efforts to soon bring bilateral trade turnover to 15 billion USD.
The Russian National Assembly will continue to closely coordinate with the Vietnamese National Assembly in building and perfecting the legal framework for bilateral cooperation, contributing to deepening the Vietnam-Russia Comprehensive Strategic Partnership.
The two leaders also agreed to further deepen cooperation in the fields of humanities, education and training, healthcare, defense and security, and construction of transport infrastructure in Vietnam.
