Primary schools are responsible for assigning teachers and arranging timetables for teaching illiteracy.
Some continuing education centers, vocational education centers - continuing education have promoted the role of coordinating with primary schools, secondary schools, community learning centers in the area to mobilize illiterate people to attend literacy classes. Along with that, organize literacy classes, assign teachers of the center to directly teach literacy and sign contracts with teachers of primary schools, secondary schools to teach literacy in cases where there are not enough teachers.
There are centers that actively coordinate with prisons and drug rehabilitation facilities to teach literacy to prisoners and drug addicts.
In addition, many localities have solutions to improve the quality of illiteracy eradication and consolidate literacy results by integrating learning activities into traditional cultural festivals of ethnic minorities; innovating the management and organization of literacy classes in accordance with the living habits of ethnic minorities .

Flexible organizational form
To create the most favorable conditions for learners, many localities are very flexible in choosing locations and forms of learning to meet learners' wishes, such as choosing churches, pagodas, students' homes... as classroom locations.
Many Departments of Education and Training actively cooperate with border guards stationed in the area to participate in mobilizing, propagating and opening many classes to eliminate illiteracy for ethnic minorities; mobilizing resources to build and repair schools, and supporting textbooks and learning materials.

Some Departments of Education and Training cooperate with the Economic - Defense Group (teachers wearing red military uniforms) located in the area to mobilize and organize literacy classes associated with local socio-economic development, creating positive motivation for people to only receive financial support to do business after participating in literacy classes, and giving gifts to students of literacy classes.
Many Departments of Education and Training actively coordinate with prisons, compulsory education facilities, and reform schools of the Ministry of Public Security in the area to open literacy classes for prisoners, inmates, and students through coordination plans and coordination programs.
In the 2024-2025 school year, the Ministry of Public Security's prisons, reformatories, and compulsory education facilities opened 242 literacy classes for 5,987 students, mainly for prisoners in prisons (accounting for 95.75%). Some Departments of Education and Training, after many years of not being able to open literacy classes, have mobilized people to learn to read and write this school year.
