Diversify forms of propaganda

Eliminating illiteracy for ethnic minorities is the content of Sub-project 1 under Project 5 of the National Target Program for Socio -Economic Development of Ethnic Minorities and Mountainous Areas. This is considered a solution to improve the intellectual level of the people, contributing to improving all aspects of life for ethnic minorities in remote and isolated areas.

The Ministry of Education and Training said that many Departments of Education and Training have done a good job of informing and propagating the work of eliminating illiteracy for the people, especially the people of ethnic minorities. For example, the Department of Education and Training of Son La has had many news, articles and reports on this work published in newspapers and broadcast on the province's radio and television in the common languages, Thai and Mong.

Lang Son Department of Education and Training has equipped 200 websites for 200 community learning centers, and issued regulations and documents guiding the exploitation and use of these websites.

In particular, in the 2024-2025 school year, thanks to the direction of the Departments of Education and Training, propaganda work has achieved positive results. Activities related to the opening and closing of literacy classes; literacy learning activities of students; the active participation of teachers in green uniforms, teachers in red uniforms, women's associations, individuals participating in organizing and teaching in literacy classes... were all recorded through images, videos, reports and widely posted on mass media.

The Steering Committee for Universal Education and Literacy Eradication at district and commune levels has developed a propaganda plan; promoting the core role of prestigious people among ethnic minorities to propagate, mobilize and encourage illiterate people to participate in local literacy classes.

Resolutely direct and create substantial changes at the grassroots level

The Steering Committee for Universal Education and Literacy Eradication in provinces and cities is regularly strengthened and staffed in a timely manner. The Steering Committee has developed working regulations, clearly assigned responsibilities to each member; issued annual plans with specific targets, tasks and solutions; and directed departments and branches to coordinate in implementing universal education and literacy eradication work in localities. In addition, the Steering Committee also guides and inspects the implementation in districts, towns and cities and recommends the Provincial People's Committee to recognize the results of universal education and illiteracy eradication for qualified units.

In 2024, in the context of merger, provinces and cities will still actively establish and organize inspection teams to recognize the results of universal education and illiteracy eradication. 36 provinces and cities (before the merger) issued decisions to recognize illiteracy eradication in 2024 and sent them to the Ministry of Education and Training; 60 provinces and cities (before the merger) reported on the results of illiteracy eradication in 2024 and sent data to the Ministry of Education and Training for synthesis.

The Departments of Education and Training have issued plans to implement the work of universalizing education and eliminating illiteracy in 2024; issued documents guiding the Steering Committees at district and commune levels to assign specific responsibilities to members according to assigned fields of work; closely coordinated with agencies, sectors and organizations to effectively implement targets, tasks and solutions for the work of universalizing education and eliminating illiteracy.

The investigation and data entry into the annual literacy and illiteracy eradication software are carried out in accordance with the plan and instructions of the Ministry of Education and Training, ensuring implementation time and progress.

The Departments of Education and Training have directed the Departments of Education and Training and units implementing illiteracy eradication work to regularly conduct surveys and supplement information on households, not omitting subjects in the scope of universal education and illiteracy eradication; fully and promptly update information of universal education subjects on the survey forms.

However, the current software system for managing universal education and illiteracy eradication of the Ministry of Education and Training built in 2012 is outdated and no longer usable, which greatly affects the process of updating illiteracy eradication data of localities on the system.
