The Party Congress of Truong Sinh, Tan My and Kim Binh communes was a great success.

On the afternoon of August 8, the Party Committees of Truong Sinh, Tan My, and Kim Binh communes held the first Congress of Party Committees for the 2025-2030 term. Members of the Provincial Party Standing Committee attended and directed the Congress.

The 1st Party Congress of Truong Sinh Commune , term 2025 - 2030, is of special importance, being the first congress after the new commune was established after the arrangement and merger of the three previous communes: Dong Loi, Hao Phu and Truong Sinh. The congress has the task of summarizing   implementing the Resolution of the Party Congress of the communes (Truong Sinh, Hao Phu and Dong Loi) before the merger for the 2020 - 2025 term; determining the directions, goals, tasks and solutions for the 2025 - 2030 term and discussing and contributing opinions to the draft documents submitted to the 18th Tuyen Quang Provincial Party Congress and the 14th National Party Congress.

During the 2020 - 2025 term, with the spirit of solidarity and high unity of the entire political system, cadres, party members and people of Truong Sinh, Hao Phu and Dong Loi communes, important results and achievements have been achieved; the leadership capacity and fighting strength of Party committees and organizations have been constantly improved; the effectiveness and efficiency of state management in all fields have been enhanced; the strength of the people and the great solidarity of all ethnic groups have been promoted. The organizational apparatus has been arranged and innovated in the direction of being streamlined, compact and strong, initially promoting efficiency, effectiveness and efficiency in practice.

The economy continues to grow, the cultural, social and human sectors receive attention, investment and development, national defense is strengthened, security, social order and safety are maintained. Social security policies are fully and promptly implemented; the material and spiritual life of the people is improved.

With the motto "Solidarity - Democracy - Discipline - Breakthrough - Development", the 1st Congress of Truong Sinh Commune Party Committee, term 2025 - 2030 marks a new beginning with confidence and aspirations for development. In the new term, the Commune Party Committee identifies 5 key tasks, 3 breakthroughs and many solutions to implement the main target groups by 2030. In particular, strive to achieve the rate of Party members and Party organizations completing their tasks well or better each year to reach over 90%, and handle administrative procedures online to reach over 80%.

The commune strives to bring the total product value in the area to 1,700 billion VND, the state budget revenue in the area to increase by an average of 12%/year, 100% of schools in the area to meet national standards, the rate of trained workers to reach 72% or more, the rate of poor households according to multidimensional standards to decrease by 3 to 4%/year annually...

At the Congress, the Executive Committee of the Truong Sinh Commune Party Committee, the Standing Committee, the Secretary, Deputy Secretary of the Truong Sinh Party Committee, term I, and delegates attending the 18th Provincial Party Congress, term 2025 - 2030, introduced themselves to the congress.

During the past term, the Tan My Commune Party Committee has promoted the spirit of solidarity, focused on implementing and fully grasping the directives and resolutions of the superiors to all cadres and party members. Focused on innovating leadership, building a proactive and responsible working style, with an average of 92.65% of party members completing their tasks well or better. Strengthened contact and dialogue, promptly resolved opinions and recommendations of the people. Completed 15/16 main targets.

During the term, the commune has concretized 40 km of rural roads; supported the elimination of temporary houses for 232 households; focused on developing agriculture and forestry in the direction of goods, increasing the land use coefficient to 2.8 times, average income over 100 million VND/ha; meat output for slaughter is over 60 tons/year; fish output is 514 tons. The cultural and social fields have had positive changes, social security is ensured, national defense and security are maintained, the political system is consolidated and strengthened comprehensively...

With the motto of action "Solidarity - Democracy - Discipline - Creativity - Development", the Congress pointed out the difficulties and limitations, thereby setting out the main tasks and targets for the 2025 - 2030 term such as: Grain food output reaches 8,600 tons/year; the rate of trained workers reaches 70% or more; the rate of people with health insurance cards is 100%; reducing the rate of multidimensional poor households according to national standards by 3% - 4%/year. Every year, the rate of agencies under the government, the Fatherland Front and socio-political organizations classified as having completed their tasks well reaches 95% or more...

Speaking at the Congress, Comrade Hau Minh Loi, Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council acknowledged and highly appreciated the results achieved by Tan My commune. At the same time, he emphasized: Immediately after the Congress, the Tan My Commune Party Committee needs to organize and implement well the working regulations and work program for the entire term. Improve the leadership capacity and fighting strength of the Party organization; build a contingent of cadres and Party members with mettle, qualities, capacity, and responsibility to the Party and the people.

At the same time, innovate development thinking, build aspirations to rise up, mobilize the combined strength of the entire political system and people, and successfully implement the goals set out in the new term resolution. Exploit the strengths of agricultural, forestry, and fishery development in the direction of concentrated goods, expand value chain linkages associated with building communes that meet new rural standards. Comprehensively innovate the fields of education and health, preserve the nation's fine traditional culture; ensure social security, maintain security, order, and social safety.

At the Congress, comrades in the Party Executive Committee of the commune for the 2025-2030 term and the delegation attending the Party Congress at a higher level introduced themselves to the Congress.

Kim Binh commune was established on the basis of merging three communes: Kim Binh, Vinh Quang and Binh Nhan. The whole commune currently has 31 villages, with 3,835 households, a total population of 16,818 people. The commune Party Committee has 46 affiliated Party cells. In the 2020 - 2025 term, the Party Committee and the people of the three ethnic groups of Vinh Quang, Kim Binh and Binh Nhan communes will continue to promote the tradition of their revolutionary homeland, the spirit of solidarity, proactiveness and creativity; closely follow the goals and mottos set out in the Resolution of the Commune Party Congress; strive to overcome difficulties, exploit potentials and strengths, mobilize and effectively use resources, especially local resources.

Thereby, many important results have been achieved in the fields of economy, culture, society, national defense - security and Party building, political system, contributing to the successful implementation of the goals set out in the Congress Resolution; the communes have basically completed the goal of building advanced new rural areas and model new rural areas.

With the motto "Solidarity - Democracy - Discipline - Breakthrough - Development", in the 2025-2030 term, Kim Binh Commune Party Committee sets the goal of maintaining solidarity and unity in the entire Party Committee, government and people of all ethnic groups; building a clean, strong political system that operates effectively and efficiently. Promoting potentials and advantages, mobilizing and effectively using resources for sustainable socio-economic development.

Focus on investing in technical and social infrastructure, narrowing the gap between villages; improving the quality of education and health care, ensuring social security, and sustainable poverty reduction. Maintaining national defense, security, political stability, and social order and safety. Preserving and promoting good traditional cultural identities. Strive for Kim Binh commune to develop fairly, comprehensively, and sustainably by 2030; stable economy, improved people's lives, and solid national defense and security.

At the same time, 5 groups of targets, 3 key tasks, 3 breakthroughs and 8 main groups of solutions for implementation were proposed.

Speaking at the Congress, Mr. Ha Trung Kien, Permanent Vice Chairman of the Vietnam Fatherland Front Committee of Tuyen Quang province, acknowledged and highly appreciated the results achieved by the Party Committee, government and people of Kim Binh commune in the past term.

To realize the objectives, tasks and proposed solutions, he suggested that the Kim Binh Commune Party Committee should focus on improving the leadership capacity and fighting strength of the Party organization; focus on building a team of cadres with sufficient qualities - capacity - prestige equal to the task. The Commune Party Committee should focus on leading rapid and sustainable economic development on the basis of exploiting the potential and strengths of the locality. Promote the value of the Kim Binh National Special Historical Site associated with the development of historical tourism, spiritual tourism, community tourism, and eco-tourism, creating a driving force for sustainable socio-economic development.

Along with that, focus on developing agricultural and forestry products with high economic value, linked to the product consumption market. Promote the construction of new rural areas in a modern and civilized direction.
