Ca Mau Party Congress: Set GRDP growth target of over 10%, breakthroughs in all fields

From October 16-17, the first Congress of the Ca Mau Party Committee, term 2025-2030 will take place at the Provincial Convention Center, Le Duan Street, An Xuyen Ward. According to the program, the preparatory session will take place at 8:00 a.m. on October 16, the official session will take place at 8:00 a.m. on October 17. This is the first congress of Ca Mau after merging with Bac Lieu .

Ready for a breakthrough phase with the aspiration to become a green growth pole

According to the draft political report submitted to the Ca Mau Party Congress, after the merger, Ca Mau will enter a new stage of development with a large space, rich potential and many outstanding advantages. Located in a particularly important geopolitical position - the center of the Southeast Asian sea and international shipping routes - Ca Mau is not only the "southernmost point" of the Fatherland, but also the gateway to the sea with three sides facing the sea.

The province has many strategic advantages: It is a national aquaculture center with the ability to reach the world , possesses abundant potential for renewable energy, large natural green areas with unique wetland, mangrove, sea and delta ecosystems.

This is an important foundation for developing a green economy, a circular economy, a sustainable direction in line with global trends. The sea, islands and Ca Mau Cape also have special ecological, security and defense values, contributing to affirming the province's strategic position on the national map.

With great aspirations, high determination and solidarity of the entire political system, all classes of people and business community - Ca Mau is converging all the "heavenly time, geographical advantage and human harmony" to promote rapid, comprehensive and sustainable development.

These advantages and opportunities open up many spaces and chances for Ca Mau to make a strong breakthrough. The province is focusing on effectively exploiting its potentials and advantages, while receiving large investment resources from the Central Government to complete the key infrastructure system - creating a foundation for socio-economic development sooner than expected.

With a solid foundation and new driving forces forming, Ca Mau is facing a great opportunity to break through and grow strongly - not only to be the dynamic economic center of the Mekong Delta, but also to become a green growth pole of Vietnam and the region.

Set a target for breakthrough growth, towards the green growth pole of the region

To concretize the new development strategies, Ca Mau province has set out 22 main targets in 5 areas: Economy, society, urban - environment, national defense - security and Party building. This is the guideline for the 5-year development period 2026 - 2030, demonstrating the strong determination of the locality in becoming a green, modern and sustainable growth pole of the region.

Economic sector: Towards fast, sustainable and modern growth

Ca Mau aims for an average 5-year growth rate of gross regional domestic product (GRDP) of 10% or more, with GRDP per capita reaching over 6,000 USD by 2030. The growth rate of social labor productivity is 8-8.5%/year, while total social investment capital accounts for 40% or more of GRDP.

Notably, Ca Mau has a strong orientation for digital transformation, with the goal of the added value of the digital economy accounting for at least 20% of GRDP by 2030. Total export turnover in 5 years is expected to reach about 17 billion USD, total budget revenue is at least 75,000 billion VND, and the whole province has about 20,000 operating enterprises. In addition, the urbanization rate by 2030 will exceed the prescribed target, affirming the role of the economic - urban center of the southernmost region of the Fatherland.

Social field: People-centered development

Ca Mau aims to have a Human Development Index (HDI) of over 0.7 by 2030, with 80% of the workforce trained, of which over 35% have degrees and certificates. The province strives to develop over 4,200 social housing units, reducing the poverty rate according to the new multidimensional standard by about 1.0 - 1.5% per year.

By 2030, the proportion of agricultural workers will fall below 30%, reflecting the trend of shifting the labor structure towards industry and services. The health and education system will continue to be improved, with the goal of achieving 34.5 hospital beds and 14 doctors per 10,000 people; 90% of schools will meet national standards, 100% of schools will have clean water and standard toilets.

Environmental field: Building a green economy, adapting to climate change

As a coastal province heavily affected by climate change, Ca Mau focuses on economic development associated with environmental protection. By 2030, forest coverage will reach about 12.4%, 100% of the rural population will have access to clean water, of which 65% will meet clean water standards.

The province aims for 90% of production and business establishments to meet environmental standards, and 100% of operating industrial parks and economic zones to have centralized wastewater treatment systems that meet standards. Along with that, the rate of collection and treatment of domestic waste must reach 95% or more, contributing to building the image of a green, clean, and sustainable Ca Mau.

Defense and security sector: Maintaining stability, creating a foundation for development

The annual recruitment, training and exercise work reached 100%. The province set a target that by 2030, at least 50% of communes will be “drug-free”, and 90% of communes and wards will meet the “Security and Order Safety” standard. This is a key factor in ensuring a stable and safe environment for socio-economic development.

Party building field: Improving the leadership capacity and fighting strength of Party organizations

Ca Mau identifies Party building as a key task. The province strives for over 90% of grassroots party organizations and party members to be classified as completing their tasks well or better each year, while the rate of new party members admitted each year reaches 3-4% of the total number of party members.

With 22 comprehensive, specific and highly feasible targets, Ca Mau is affirming its strategic vision and determination to rise strongly. This is not only a step to concretize the aspiration for green and sustainable development, but also a commitment of the province in the journey to build "a rich, dynamic, civilized Ca Mau - a green growth pole of the Mekong Delta and the whole country".
