Mr. Nguyen Quang Duong, Deputy Head of the Central Organizing Committee, attended the preparatory session. In addition, the congress also convened 550 delegates representing nearly 500,000 party members of the entire Party Committee.

Speaking at the opening of the preparatory meeting, Secretary of the Hanoi Party Committee Bui Thi Minh Hoai said that with the approval of the Politburo , the 18th Hanoi Party Congress, term 2025 - 2030, will be held in 3 days, from October 15 to 17.

According to the program, on the afternoon of October 15, the congress will hold a preparatory session to elect the Presidium, Secretariat, and Delegate Qualification Examination Board and carry out a number of important tasks before entering the official session taking place on the morning of October 16.

"The 18th Congress of the Hanoi Party Committee, term 2025 - 2030, is a very important political event for the Party Committee, government and people of the capital. It attracts the attention of agencies, organizations and people of all walks of life, not only in Hanoi but also in the whole country.

"The success of the City Party Congress will contribute significantly to the success of the 14th National Party Congress," said Ms. Hoai.

According to the Secretary of the Hanoi Party Committee, the 18th Hanoi Party Congress will focus on implementing four key tasks. Specifically:

Firstly, summarize the implementation of the Resolution of the Hanoi Party Congress for the 2020-2025 term, and at the same time determine the directions, goals, tasks and solutions for the 2025-2030 term.

Second, discuss and contribute opinions to draft documents submitted to the 14th National Party Congress.

Third, elect the Executive Committee of the Hanoi Party Committee for the 2025-2030 term.

Fourth, elect the delegation to attend the 14th National Party Congress.

Regarding the above work content, Ms. Hoai requested the delegates attending the congress to uphold their sense of responsibility, concentrate their intelligence, and maximize their role in representing the will and aspirations of Party committees at all levels and nearly 500,000 Party members in the entire City Party Committee.

Human resources work is of special importance.

Regarding the drafting of congress documents, Ms. Hoai requested that immediately after the Politburo 's directive on Party congresses at all levels leading up to the 14th National Party Congress, the Hanoi Party Committee urgently directed the drafting of serious documents, in accordance with Party regulations and Central guidelines.

The draft document received comments from Party organizations, scientists, experts, intellectuals, officials, Party members and people of the capital, and was discussed at the congress of 136 Party Committees under the city.

At this congress, the City Party Secretary asked delegates to continue researching and contributing their intelligence to clarify and illustrate the overall picture, affirm the achievements, point out limitations, and propose breakthrough solutions for the capital to make a breakthrough in the coming time.

Regarding personnel work, Ms. Hoai said that the election of the Executive Committee of the Hanoi Party Committee, term XVIII, and the election of the delegation to attend the 14th National Party Congress are of special importance.

According to the Hanoi Secretary, the City Party Committee has fully implemented the process of developing a personnel plan according to Party regulations, ensuring objectivity, democracy, publicity and transparency; the plan has been appraised by competent agencies and approved by the Politburo.

The City Party Secretary asked delegates to uphold their sense of responsibility, carefully study the structure, quantity, conditions and standards to select cadres with good moral qualities, capacity, courage, innovative spirit, and the courage to think and act.

The goal is to build a truly strong, united, intelligent, and capable Hanoi Party Executive Committee with enough leadership and organizational capacity to successfully implement the Congress Resolution, according to the Hanoi Party Secretary.

In addition, Ms. Hoai also requested delegates to strictly comply with speech discipline, keep documents confidential, carefully study working regulations and election regulations within the Party, and thoroughly understand new points to ensure the democratic rights of Party members and the centralized leadership of the Party.

Elect 16 people to the Congress Presidium

Afterwards, Mr. Nguyen Van Phong - Standing Deputy Secretary of the Hanoi Party Committee, chaired the election of the Congress Presidium.

Accordingly, with 100% of delegates agreeing, the congress approved a list of 16 individuals to the Congress Presidium, including:

1. Ms. Bui Thi Minh Hoai - Secretary of Hanoi Party Committee.

2. Mr. Tran Sy Thanh - Chairman of Hanoi People's Committee.

3. Mr. Nguyen Van Phong - Standing Deputy Secretary of Hanoi Party Committee.

4. Mr. Nguyen Ngoc Tuan - Chairman of Hanoi People's Council.

5. Ms. Nguyen Lan Huong - Vice President of the Vietnam Fatherland Front Committee, President of the Vietnam Fatherland Front Committee of Hanoi City.

6. Mr. Hoang Trong Quyet - Chairman of the Hanoi Party Committee's Inspection Committee.

7. Mr. Ha Minh Hai - Head of the Organizing Committee of the Hanoi Party Committee.

8. Mr. Nguyen Doan Toan - Head of Propaganda and Mass Mobilization Department of Hanoi Party Committee.

9. Mr. Do Anh Tuan - Head of the Hanoi Party Committee's Internal Affairs Committee.

10. Mr. Le Hong Son - Permanent Vice Chairman of Hanoi People's Committee.

11. Ms. Phung Thi Hong Ha - Vice Chairwoman of Hanoi People's Council.

12. Mr. Nguyen Trong Dong - Vice Chairman of Hanoi People's Committee.

13. Mr. Duong Duc Tuan - Vice Chairman of Hanoi People's Committee.

14. Ms. Bui Huyen Mai - Vice President of the Vietnam Fatherland Front Committee of Hanoi City.

15. Lieutenant General Nguyen Thanh Tung - Director of Hanoi City Police.

16. Major General Dao Van Nhan - Commander of the Capital Command.
