Practical effectiveness

After 4 years of implementing the twinning work between the Department of Science and Technology and Quang Nam University with Tra Leng commune (Nam Tra My), the most obvious mark is the journey of raising community awareness in economic development, through activities of supporting seedlings and livestock.

Ms. Phan Thi A Kim - Deputy Director of the Department of Science and Technology said that at the time of the twinning between the Department and Quang Nam University with Tra Leng commune, a serious landslide disaster occurred in the locality, causing many people to go missing and be injured.

With the sense of responsibility of the twinned unit, in addition to sharing the pain of the people, the Department of Science and Technology and Quang Nam University continuously carry out support activities, hoping that people will soon stabilize their lives and rebuild new living spaces after the disaster.

Most recently, the 2024 twinning program between the Department of Science and Technology, Quang Nam University and Tra Leng Commune People's Committee has been implemented with many initial projects aimed at ethnic minorities in difficulty.

“In recent years, we have regularly coordinated many exchange trips, provided gifts and livelihood support to help Tra Leng people stabilize their lives after the flood.

Many models of livestock farming and fruit tree planting have been implemented, especially the project of planting dozens of banyan and purple-flowered trees along Bang La residential area to protect the land... contributing to adding green to the village, as well as preventing the risk of landslides" - Ms. Kim shared.

Previously, from the scientific topic "Research on the application of technical advances to develop the production of oranges and tangerines associated with the building of collective brands in Bac Tra My district", the Department of Science and Technology supported the application of planting more than 100 native Tra Leng orange trees and 1,000 cinnamon seedlings to help people have new livelihoods. In addition, technical guidance on cinnamon planting, raising livestock, building disaster warning maps, and preventing landslides in the locality...

The Department of Science and Technology and Quang Nam University are just two of the twinned units assigned by the Provincial People's Committee in accordance with Directive No. 16 of the Provincial Party Committee Standing Committee on twinning to help districts and communes in ethnic minority - mountainous and border areas. In recent times, many agencies and units have coordinated to effectively implement models and projects to create motivation to help people escape poverty.

Typically, the Provincial Farmers' Association, in addition to mobilizing support to build 2 charity houses for poor households, the unit opened a vocational training class on veterinary medicine use, supported livelihoods and gave 50 gifts to disadvantaged farmers... In particular, the unit is implementing an effective cow breeding model to support people with a budget of nearly 1.3 billion VND.

“Brand” connection

Seriously sitting down to evaluate the results of the twinning process over the past time helps the Tay Giang district government and Hoi An city open a new direction in reception and support activities.

Mr. Arat Blui - Vice Chairman of Tay Giang District People's Committee said that this is extremely necessary, because it will create a basis for the two localities to innovate the twinning method and help each other in the spirit of Directive No. 16 of the Provincial Party Standing Committee.

In order to have a basis to mobilize resources to support people's development, in recent years, Tay Giang has organized a review of practical needs from the community, then informed the sister unit. This is considered an innovative way to not only help the support process be timely, but also aim at the big story of "correct - accurate and practically effective".

Evaluation of the effectiveness of twinning work in the 2021 - 2023 period shows that it is gradually becoming routine, limiting errors due to formality, not meeting needs, causing waste of resources and livelihood resources.

Mr. Ha Ra Dieu - Deputy Head of the Provincial Ethnic Minorities Committee said that up to now, the whole province has 89 agencies, units, organizations and enterprises twinned with 66 mountainous communes.

Of which, 9 districts, towns and cities in the plains are twinned with 9 mountainous districts and sponsored 14 border communes of the province; some agencies and units are twinned with 2-3 communes with special difficulties.

Through evaluation, the units have implemented many positive activities, making practical and effective contributions both materially and spiritually to the localities assigned to be twinning.

With resources from mobilization among cadres, civil servants, public employees, and workers; socialization from organizations and individuals and integration from programs, plans, and projects... the total value of support for twinning work is nearly 81.5 billion VND.

From the above resources, localities and units have built more than 100 houses of gratitude, shelters of love, and solidarity houses; formed many production development models, supported many types of plant varieties, livestock, tools, production equipment, and provided technical transfer instructions.

At the same time, visit and give gifts of encouragement on holidays; organize medical examinations and medicine distribution, organize free markets; build playgrounds for children, computer classrooms, equip gongs...

“The results achieved are the driving force for the twinning work to continue to change, forming addresses and “brands”, contributing to building trust among ethnic minorities in the Party and State, gradually eliminating backward thoughts, customs and practices, the gap between the lowlands and the highlands, and strengthening the building of great national unity” - Mr. Ha Ra Dieu said.
