Accordingly, the City People's Committee assigned the Department of Planning and Architecture to preside over and coordinate with the Institute of Construction Planning, the Urban Railway Management Board, and the Department of Construction to immediately deploy the task of planning the route and works on the route at a scale of 1/500, planning the TOD area, planning the area surrounding the railway station to create land funds for bidding and auctioning to develop the urban area according to the provisions of law, using regular expenditure sources according to the provisions of law on the state budget (According to Clause 2, Article 1 of Law No. 57/2024/QH15 (amending and supplementing a number of articles of the Law on Planning).

The Urban Railway Management Board is responsible for: making the most of the research results, based on the opinions and Project Documents returned by the Ministry of Planning and Investment in Document No. 680/BKHĐT-GSTĐĐT dated January 23, 2025 to continue researching, completing, and implementing the next steps in compliance with regulations.
