In September, the electricity, gas, hot water, steam and air conditioning production and distribution industry saw the sharpest decline, down 15.9% month-on-month and 12.5% year-on-year. However, the mining and manufacturing industries showed signs of recovery, up 15% and 18% month-on-month, respectively. The water supply, waste and wastewater management and treatment industries also maintained growth, demonstrating stability in providing essential services for people's lives.
Among the main industrial products, production activities in September had many fluctuations. Some items increased sharply, such as processed tea increased by 37.29% compared to the previous month, construction stone increased by 15.38%, commercial tap water increased slightly by 0.58%. However, some other products decreased, notably electricity production decreased by 15.88%, showing that consumption demand is not really stable. Compared to the same period in 2024, many products still play an important role in the province's industrial structure. Cement increased by 33.48%, commercial tap water increased by nearly 15%, processed tea increased by 9.53%, construction stone increased by 5.11%.

State management in the field of industry and trade has been strengthened. The Department of Industry and Trade has coordinated with relevant sectors to advise the Provincial People's Committee on many solutions to remove obstacles and restore production for industrial establishments; promote investment in industrial cluster infrastructure; issue documents to urge the establishment and development of industrial clusters in the area.
In particular, the management and operation of small hydropower projects has been given special attention. Investors have complied relatively well with current regulations on reservoir operation and dam safety management, preventing unsafe incidents. As a result, the rate of households using electricity for daily life has reached 99.5%, of which 97.4% have used electricity safely for daily life.
In September, the total retail sales of goods in the province were estimated at VND3,540 billion, up 2.09% over the previous month and 18.59% over the same period. In the first 9 months, this figure reached VND30,861 billion, up 14.83% over the same period, showing a clear recovery in purchasing power among the people, smooth circulation of goods, and guaranteed supply of raw materials for production and business.
The value of exported goods in September was estimated at 16.2 million USD, down 30% compared to the previous month but still up 8.63% over the same period. The main export items include cement, tea, processed mango, longan, passion fruit, banana... In total, the export value in the first 9 months reached 150.3 million USD, up 8.65% over the same period. This is an important driving force to help the agricultural processing and mining industry have more markets and increase added value.
Mr. Ha Nhu Hue, Director of the Department of Industry and Trade, said: To promote industrial production in the coming time, the Department has identified a number of key tasks from now until the end of the year. In particular, the key is to advise on adjusting the Son La Provincial Planning for the period 2021 - 2030, with a vision to 2050 in the field of industry and trade; promulgate regulations on industrial cluster management; continue to promote trade promotion, develop e-commerce; support businesses and cooperatives to connect and consume products on e-commerce platforms.
In particular, the industry focuses on implementing the Rural Electricity Supply Program from the National Grid in 2025; at the same time, advising on voting for typical rural industrial products, thereby encouraging businesses to innovate and improve product quality.
Son La has advantages in abundant agricultural products, diverse mineral resources, and the potential for renewable energy development. To develop this potential, it is necessary to have synchronous coordination between state management agencies, enterprises and cooperatives in removing difficulties in capital, consumer markets and technology, helping local industry to make a breakthrough.
With the province's strong direction, the efforts of the industry and trade sector and economic sectors, Son La industrial production is expected to regain growth momentum in the last months of the year, contributing positively to the socio-economic development picture of the province.
