On the morning of October 16, Mr. Le Anh Quan, Standing Vice Chairman of the City People's Committee, inspected the implementation of the Hai Phong Sakura Golf Club golf course project; the progress of public investment disbursement in 2025 managed by the An Lao Regional Project Management Board; and the operation of two-level local government in An Truong and An Lao communes.

The Standing Vice Chairman of the City People's Committee commended and acknowledged the efforts and endeavors of localities to overcome difficulties in carrying out socio -economic development tasks and operating two-level local government.

Commune authorities need to quickly review and arrange staff and civil servants reasonably and scientifically to ensure effective operations and not miss any tasks or areas.

Urgently complete the Action Program to implement the Resolution of the Party Congress for the 2025-2030 term and working regulations as well as develop plans and targets for socio-economic, national defense and security in 2026.

Coordinate well with the Department of Construction and the Department of Finance to implement the proposal to repair and upgrade the office headquarters to ensure compliance with regulations. In the immediate future, it is necessary to pay attention to arranging and ensuring the best operating conditions for the Public Administration Service Centers of the communes to ensure the quick and convenient settlement of administrative procedures for people and businesses.

For completed projects, it is necessary to quickly complete acceptance and payment procedures. Communes urgently complete site clearance for model new rural construction projects and hand over the site to the construction unit.

To ensure that capital disbursement reaches 100% of the plan, the An Lao Area Project Management Board has stepped up urging contractors to mobilize maximum human resources and equipment, taking advantage of favorable weather conditions in the last months of the year to complete works and projects with guaranteed quality.

Particularly for the investment project to build the Lao Cai - Hanoi - Hai Phong railway, localities coordinate with the Department of Construction to regularly update project information to accurately determine boundaries and implement site clearance work; coordinate with the Project Management Board for investment and construction of traffic and agricultural works to promptly implement resettlement projects to ensure the motto "resettlement comes first".

The Hai Phong Sakura Golf Club golf course project has been identified by the city as one of the key projects, but so far the progress has been very slow. The Standing Vice Chairman of the City People's Committee requested the Department of Finance to urgently review and carefully consider the proposal to adjust the project investment policy based on the investor's commitment to the progress of the project. If the construction project is prolonged and does not meet the commitment, the project will be considered for revocation.

In 2025, the An Lao Regional Project Management Board was assigned 732.7 billion VND in capital for 84 projects. By October 15, the disbursement progress reached 369 billion VND, equal to 50% of the capital plan. Of this, the disbursed capital for implementing the model new rural construction project reached 284.3/579.4 billion VND, equal to 49% of the plan.

To ensure the disbursement of all allocated capital in 2025, the An Lao Area Project Management Board proposed that the city allow the unit to internally adjust the capital to projects with high disbursement potential.

The Hai Phong Sakura Golf Club golf course project started construction in March 2025. Currently, the investor has been handed over the first phase of land, which is 488,660/ ^820,300m2 . The investor is proposing to adjust the total investment from VND 2,271 billion to VND 3,701 billion and the project completion time is November 2027.
