Many Central localities accelerate disbursement of public investment capital

However, to complete the capital disbursement target for the whole year, the two cities still have to face many challenges, especially the adverse effects of the weather in the Central region during the rainy and stormy season.

Many positive results

Among the localities allocated large public investment capital in the Central region, Hue has emerged as an impressive bright spot in terms of public investment disbursement speed in recent years, regularly being in the group of leading provinces and cities in the country. As of September 25, 2025, Hue city has disbursed more than VND 3,580 billion in public investment capital, reaching 74.3% of the capital plan assigned by the Prime Minister for 2025, belonging to the group of localities with a disbursement rate higher than the national average of 46.3%. Of which, local budget capital disbursed over VND 2,736 billion, reaching 81.7% of the plan; central budget capital disbursed more than VND 809 billion, reaching 62.2% of the plan; ODA capital disbursed more than VND 35 billion, reaching 20.5% of the plan.

Achieving the above results has demonstrated the determination of the Hue City People's Committee in implementing and promoting the disbursement of public investment capital right from the beginning of 2025. The Hue City People's Committee has implemented many synchronous and breakthrough solutions, demonstrating close coordination between authorities at all levels, departments and branches. The Hue City People's Committee's assignment of personal responsibility, regular urging and timely transfer of capital from slow-moving projects to projects with high disbursement potential has clearly shown effectiveness.

According to Mr. Nguyen Van Phuong, Chairman of Hue City People's Committee, the locality has proactively reviewed and cut down the capital plan of slow-implementing projects to supplement capital for projects with disbursement capacity and capital needs, in which priority is given to allocating capital for key projects with spillover effects, regional linkages, and growth promotion. The city continues to promote the effectiveness of the 4 Working Groups for monitoring and managing investment projects to direct, urge, inspect, supervise, and handle difficulties in order to speed up the implementation of off-budget projects and disbursement of public investment capital.

Another economic hub of the Central region, Da Nang, has been assigned a relatively large total public investment plan by the Government. The city has shown positive changes in disbursing public investment capital to promote double-digit economic growth in 2025.

According to the People's Committee of Da Nang City, as of August 31, 2025, the city has disbursed more than VND 6,805 billion, reaching about 41.5% of the public investment capital plan assigned by the Prime Minister in 2025. If calculated by the end of September 2025, the expected disbursement figure is about VND 8,200 billion, equivalent to 50% of the annual plan; higher than the same period in 2024 and higher than the national average.

To achieve the above results, from the beginning of the year, the Da Nang city government (formerly Da Nang city (old) together with Quang Nam province) has built a drastic management mechanism in disbursing public investment capital in the area. After implementing the merger and implementation of the 2-level local government, the Da Nang city People's Committee has resolutely assigned the detailed public investment capital plan for 2025 to the Construction Investment Project Management Boards and the communes and wards in the area.

The Da Nang City government has identified disbursement of public investment capital as a key political task, with the determination to complete 100% of the 2025 plan. The city continues to promote the effectiveness of working groups headed by key officials of the City People's Committee, to remove bottlenecks and obstacles for backlogged projects.

Through the first 9 months of 2025, it has been shown that the disbursement of public investment capital in two centrally-run cities in the Central region such as Da Nang and Hue has achieved positive results, higher than the national average. However, currently, many localities in the Central region, including Da Nang and Hue, are still facing challenges in site clearance, fluctuations in construction material prices and ODA capital disbursement; especially the unfavorable weather in the Central region in the last months of the year has somewhat affected the construction progress of works and projects.

Speed up progress

To strive for a 100% disbursement rate of public investment capital in 2025 as directed by the Prime Minister, the authorities of Da Nang and Hue cities have proposed many solutions to promote the construction progress of key projects, avoiding adverse weather effects, especially those projects to be put into use in 2025.

According to Mr. Ho Ky Minh, Permanent Vice Chairman of the People's Committee of Da Nang City, the city focuses on directing and removing difficulties and obstacles to speed up the construction progress of many public investment projects and works as committed; especially the group of works and projects to be completed and put into use in 2025 such as: the High-Tech Treatment Area of Quang Nam Provincial General Hospital (old); new construction to replace the administrative block and classrooms of Ly Tu Trong Secondary School; Tran Dai Nghia High School; Vo Chi Cong High School, Tay Giang area; Waste Transfer Station in Cam Le area; Western beltway (section through the Concentrated Information Technology Park); investment in upgrading and renovating Hoa Vang General Hospital, Lien Chieu Medical Center (phase 2)...

At the same time, Da Nang also focuses on accelerating ongoing projects and works such as: Investing, upgrading and renovating some items of Khanh Son Solid Waste Treatment Complex Phase 2 (Khanh Son landfill area) or completing the collection road along both sides of the Hai Van Tunnel South bypass (section from Hoa Lien to Tuy Loan); implementing dredging and emergency flood drainage of Co Co River.

In addition, Da Nang city focuses on removing obstacles in terms of land and materials to speed up the progress of existing key projects such as the Lien Chieu Port Project with shared infrastructure with a total capital of 3,426 billion VND; Lien Chieu Port Connecting Road Project with a total investment of 1,203 billion VND...

For Hue city, the City People's Committee has prioritized resources and removed obstacles for key projects and large traffic infrastructure with high regional connectivity, speeding up construction progress, contributing to relieving traffic pressure and expanding urban space.

To focus on promoting the disbursement of public investment capital in the last months of the year, the People's Committee of Hue City is currently focusing on directing the construction progress of key, inter-regional public investment projects with local influence that are progressing well and disbursing.

With the strong direction from the city government, it is expected that in 2025, some important infrastructure projects in Hue will be able to finish early, such as the coastal road project and the bridge over Thuan An estuary (expected to be technically opened to traffic in the fourth quarter of 2025), the Nguyen Hoang Road project and the Huong River overpass. Urban embellishment projects such as the Hue City Water Environment Improvement Project and the Type II Urban Development Program project have now completed the extension procedures and have been supplemented with capital to accelerate the completion progress in 2025.

In addition, investment projects to develop infrastructure in economic zones and industrial parks such as the Chan May Port Breakwater Project Phase 2 and main roads in industrial parks will be completed by the city in 2025. At the same time, Hue City is focusing on accelerating the progress of investment projects in resettlement areas and cemeteries to serve the site clearance of the North-South High-Speed Railway project through the city and urgently completing investment procedures to build inter-level primary and secondary boarding schools in the border communes of A Luoi 1, 2, 3, 4, 5.

The two localities of Da Nang and Hue are determined in directing and operating, prioritizing resources and removing obstacles for key projects and works, along with proactively responding to the weather. The disbursement of public investment capital for the whole year of 2025 is expected to ensure "reaching the finish line", creating momentum for socio-economic development in each locality and the entire Central region.
