Speeding up the progress of handing over the site for the project to upgrade National Highway 28B through Binh Thuan

On June 30, speaking with Giao Thong Newspaper reporters, Mr. Le Van Chung, Deputy Director of Project Management Board 5 (Board 5) said that he had sent a document to the People's Committee of Bac Binh district, Binh Thuan province to hand over the area without land clearance problems in advance so that the contractor can soon start the construction of the project package to renovate and expand National Highway 28B through this district.

Accordingly, since May, the construction package XD02, section Km42+00 - Km69+00 of the project to improve and upgrade National Highway 28B (QL28B) through Binh Thuan and Lam Dong provinces, has begun construction on the section through Dai Ninh Pass. The construction package XD01, section Km0 - Km42+00, is selecting a contractor.

Mr. Nguyen Thanh Sang, Head of Operation Department 1, Project Management Board 5 (representative of the investor) said that up to now, the land area through Lam Dong province has basically met the progress schedule. However, the land area through Bac Binh district (Binh Thuan) is still slow.

To have a basis for implementing the construction of the XD01 package, Committee 5 requested the People's Committee of Bac Binh district to direct relevant units to determine the boundary of public land (not subject to compensation and clearance - PV) to hand over in advance so that the contractor has a construction site as soon as the contract is signed.

According to the reporter's records, in the last days of June at the construction site of package XD02, the contractor is arranging many construction teams on Dai Ninh pass (on National Highway 28B).

The heavy rain in recent days has made it difficult to gather equipment and construct on the route, with potential risks of landslides.

Contractors are focusing on straightening curved sections of road, many sections are narrowed and heavy trucks move slowly through construction sections.

According to the assessment of the People's Committee of Binh Thuan province, the progress of compensation and site clearance (GPMB) for the project through Bac Binh district is still slow and has not met the schedule.

In May 2024, the Provincial People's Committee issued a document requesting Bac Binh district - where the project passes through - to promptly complete the inventory and review of the legal origin of the land for appraisal. At the same time, promptly approve the compensation and support plan, organize the mobilization of compensation and support payments to households.

Strive to complete compensation and hand over the site to the investor by the end of September 2024.

The project to renovate and upgrade National Highway 28B with a total cost of more than VND 1,400 billion, has a total length of about 69km, invested in the scale of a grade III road, designed speed of 60-80km/h. The roadbed width is 12m and the road surface is 11m. The project investor is the Vietnam Road Administration, Project Management Board 5 is assigned to manage the project. Expected completion time is in the first quarter of 2026.

After completing the upgrade, this route will connect Lam Dong, Binh Thuan, Dak Nong and Dak Lak provinces, strengthening regional connectivity, meeting transportation needs on the East-West corridor, connecting the Central Highlands region to the South Central provinces.
