Accordingly, on the afternoon of October 27, Prime Minister Pham Minh Chinh received Secretary General of the Organization for Economic Cooperation and Development (OECD) Mathias Cormann on the occasion of attending the OECD-Southeast Asia Ministerial Forum and activities within the framework of the OECD Co-Chairship of the Southeast Asia Programme (SEARP) in 2023, held for the second consecutive time in Hanoi.

The Prime Minister was pleased to meet the Secretary General again, thanking the OECD for its companionship and support to Vietnam in assuming the role of Co-Chair of the Southeast Asia Programme, especially its contribution to the success of the OECD-Southeast Asia Ministerial Forum and the Vietnam-OECD Investment Forum which took place from October 26-27; hoping that the OECD and the Secretary General personally will continue to pay attention, support, and devote resources to promoting cooperation and support for the region.
Appreciating the good cooperation between Vietnam and OECD, the Prime Minister suggested that both sides promote more substantive and effective cooperation. In particular, he asked OECD to help Vietnam build a policy to attract high-quality investment to help Vietnam participate more deeply in the global value and supply chain, while ensuring the interests of investors and effectively adapting to the application of new standards, especially the global minimum tax.
The Prime Minister also called on the OECD to support Vietnam in promoting new growth drivers such as green transformation, digital transformation, carbon market development, green standards, low emissions, innovation, etc. These are areas of cooperation that are consistent with the OECD's strengths and that Vietnam currently has needs and priorities to promote.

The Secretary-General thanked the Prime Minister for his kind sentiments and highly appreciated Vietnam's key role as Co-Chair of the SEARP Programme, especially the initiative to organize the OECD-Southeast Asia Ministerial Forum. The Secretary-General welcomed the profound and urgent theme of this year's Forum "Sustainable and Quality Investment: New Driving Force for the OECD-Southeast Asia Partnership", which correctly reflected the interests and attracted the participation of many levels of Ministers from many countries.
The Secretary-General was impressed by Vietnam's development achievements, especially in the context of global economic difficulties, declining global investment, and continuously increasing investment in Vietnam. The Secretary-General said that in the context of many changes in the global environment, Vietnam still has a lot of room to attract high-quality investment towards green and sustainable development.
The Secretary-General reaffirmed the strategic importance of the Southeast Asian region in general and Vietnam in particular to the OECD, wished to elevate the Vietnam-OECD relationship and was ready to cooperate with Vietnam in areas of mutual interest.
