Developing cultural industry into a spearhead economic sector

In the new era, developing the cultural industry is an inevitable trend, bringing both economic benefits and promoting the soft power of the country. The city aims that by 2030, the capital's cultural industry will become a spearhead economic sector, contributing 7-8% of the total product in the area (GRDP); forming at least 5 standard creative clusters/spaces; vision to 2045: Hanoi becomes the leading center of cultural and creative industries in Southeast Asia, the brand "Hanoi - Creative City" associated with the following pillars: Cultural tourism - design - cinema; digital content - fine arts; performance - creative crafts - cuisine ...
To achieve that goal, the Hanoi Party Committee is determined to continue to thoroughly raise awareness, strongly innovate thinking and working methods, focusing on thoroughly grasping the new guiding viewpoints of the Central Committee, the spirit of Resolution No. 09-NQ/TU of the City Party Committee, concretizing the development targets of cultural industry into directives, resolutions, programs, plans... of each unit and locality, considering this a key political task of the entire political system. Identifying that cultural industry plays an important role in the tasks and solutions to build and revive Vietnamese culture in the new era of national development.
Accelerate the completion of institutions and preferential policies to clear the legal corridor and experimental framework to create momentum for the development of the cultural industry. Develop infrastructure and creative spaces, focusing on forming a mechanism to exploit and convert the functions of "industrial heritage" in the city, such as old factories (8/3 Textile, Hanoi Wine...) into creative spaces, gathering places for creative artists; invest in modern museums, multi-purpose performance theaters, post-production film clusters, studios. Expand walking streets - book streets - night streets, form "Cultural event chains" for industries such as design, film, music, cuisine... taking place regularly, continuously and annually. Combine culture and tourism, preserve heritage with sustainable economic exploitation. Promote experiential tourism activities: Participate in festivals, learn about local crafts and cuisine.
Strengthening the application of technology, digital transformation, open data and distribution platforms. Focusing on the application of technology in developing cultural industrial products; experience guidance (digital maps of heritage - cultural institutions, super applications integrating tickets - event schedules, etc.); virtual reality experiences; building a copyright data center for digital content; supporting artists/enterprises to bring products to digital platforms. Mobilizing social resources, focusing on promoting the activities of the Creative Design Center and the Cultural Industry Center of the Capital. Developing creative human resources, focusing on training cultural management, content creation, and developing human resources in the cultural marketing industry. Nurturing artists, artisans, experts, researchers, etc., especially paying attention to developing young human resources, encouraging young artists to participate in developing cultural industries with strong Vietnamese identity.
Strengthening international cooperation policies, regional linkages - brands - building cultural markets. Effectively exploiting the brand "Creative City". Focusing on creating a number of unique products in the fields of cultural industries that are Hanoi's potential and strengths (cultural tourism, handicrafts, cuisine, design, performing arts...) as a foundation, deeply participating in the supply chain of high-quality cultural industrial products, rich in regional and world identity - positioning the cultural industrial brand of the Capital, of Vietnam on the global map of cultural and creative industries...
Specify the characteristics of elegant and civilized Hanoi people

Developing culture and building elegant and civilized Hanoians has always been a task that Hanoi pays special attention to in the process of building and developing the capital. It is a regular, strategic, and long-term key task, and the responsibility of the entire political system.
To promote the achieved results, overcome shortcomings and limitations, and build elegant and civilized Hanoians to meet the requirements of sustainable national development, the city needs to continue to concretize the characteristics of elegant and civilized Hanoians in the political system, in every agency, unit, every family and every class of people. Build Hanoian culture from "good words, good deeds, beautiful behavior". Build and reward examples of "good people, good deeds"; at the same time, have sanctions to prevent and handle uncultured behaviors that are not in line with the elegant tradition of Hanoians. Arouse a widespread social movement, a high sense of responsibility of grandparents, fathers, mothers, brothers, sisters and the elderly in general for educating, training and nurturing the future of the young generation of the capital.
Building elegant and civilized Hanoians is associated with building cultural life in families, villages, neighborhoods, residential groups, agencies, schools, businesses and all social classes. Developing the movement "All people unite to build cultural life in residential areas" practically and deeply.
Strengthen, improve and promote the effectiveness of the system of cultural institutions from the city to the grassroots. Innovate the content and operation methods of the system of cultural houses. Focus on developing cultural houses in villages, communes and wards according to a multi-functional model, creating content and forms suitable for the subjects. Develop reasonable cultural activities and services at relics, scenic spots, flower gardens, parks and squares. Preserve, conserve and promote the value of historical and cultural heritages, contributing to traditional education and attracting tourists. Invest more in the restoration and decentralization of management of the system of relics in the capital.
Strengthen state management of culture; develop synchronous and resolute measures to prevent and repel social evils, illegal activities in the service sector, and anti-cultural behaviors. Have appropriate mechanisms and policies to promote the socialization of cultural activities so that people can truly be both creators and participants in organizing, managing, distributing, and enjoying cultural achievements.
Expand exchanges, absorb the quintessence of human culture, expand the area of international cultural exchange and cooperation. Expand and strengthen foreign information work in the direction of improving political capacity. Resolutely overcome vague manifestations of lack of vigilance, rightism, and negativity in leadership and direction, fight against peaceful evolution tricks in the ideological and cultural fields, and at the same time fight against the risk of "self-evolution" and "self-transformation".
Building Hanoi into a truly large, exemplary center of high-quality training

Entering the period of 2025-2030, the education and training sector of the Capital is facing great opportunities but also many challenges. The requirements of the cause of industrialization and modernization of the country; the Fourth Industrial Revolution; the rapid urbanization process; the people's development aspirations and especially the vision of building Hanoi into a Global Learning City - all are posing heavy but also extremely glorious tasks for the Education and Training sector of the Capital.
With that spirit, the Hanoi Department of Education and Training has identified a number of key directions and tasks in the coming time as follows: Firstly, to build Hanoi into a leading high-quality education center in the country. In particular, continue to develop a synchronous and modern school network, focusing on expanding high-quality schools, specialized schools, dual-degree schools, and integrated schools. Promote STEM education, science, technology, foreign languages, arts and sports to train a generation of comprehensive students with the ability to be creative and integrate internationally. Form clusters of model schools, which are the nucleus of spreading to the entire industry.
Second, promote digital transformation and comprehensive innovation. Complete the digital database of the entire industry, synchronously connect with e-government and smart cities. Widely deploy the model of "Digital School - Smart School", apply artificial intelligence, big data, virtual reality technology in teaching. Personalize learning, create conditions for each student to maximize their capacity and strengths. Develop an open digital science repository system, connect domestic and international knowledge.
Third, strengthen international integration, affirm the capital's educational brand. Expand cooperation with international educational organizations, making Hanoi a destination for international Olympic competitions, scientific conferences, regional and global educational forums. Expand dual degree and bilingual programs, and recognize international degrees. Increase teacher and student exchanges, and learn from experiences of advanced educational systems. Make Hanoi a center of international cooperation in education in Southeast Asia.
Fourth, ensure equity, inclusiveness and lifelong learning opportunities for all citizens. Develop a system of community learning centers, bringing knowledge to every residential area and every family. Pay special attention to disadvantaged students, children with disabilities, children of migrant workers, students from disadvantaged areas - ensuring that no one is left behind. Build a model of "Happy school, civilized learning society", so that each school is truly a warm home, nurturing the personality and aspirations of the young generation.
This is the path for Hanoi education and training to continue to affirm its pioneering and leading role, contributing to realizing the aspiration to develop a "Cultured - Civilized - Modern" capital, on par with leading capitals in the region and the world.
